Web Entry
You can apply to the University of Tsukuba online by the Web Entry system. Read the guidelines carefully before applying.
Submission must be made during: December 4, 2017, 10am – January 9, 2018, 5pm (JST)
Sign Up
First, you will need your own account to log in. Once you make an account, you may save the data you entered and log back in later to continue.
Activation
When you sign up, activation email will be sent to your email address registered. Click the activation URL in the email to activate your account.
Login
For the first time after the activation, you’re already logged in. Just click on “Login” button to begin. When you visit our Login page the second time or later, enter your email address and password to log in.
My Page
At the “My Page”, you need to click on the “Application Form” button for the Ph.D. Program in Empowerment Informatics.
On the page, you can edit your login information or reset password.
Application Form
There are four sections in the Application Form:

  1. Applicant’s Information
  2. Course Information/ Preferences
  3. Eligibility
  4. Educational Background

Each section will be saved when you click on “Proceed to ***” button on each confirmation page. After saving, you can continue from where you left off when you log in back.

Payment

You must pay the examination fees before submitting your application. The University can accept;

  1. online credit card payment for both domestic and overseas applicants
  2. convenience store payment for domestic applicants only.

Credit Card Payment: Follow the instructions given at the last stage of the Web Entry system and pay your fees by credit card. After the payment, you will be notified of the receipt number. Enter the number into the “Receipt Number” box and click on “Submit” button to proceed.

Convenience Store Payment: Follow the instructions given at the last stage of the Web Entry system and pay your fees at a convenience store in Japan. After the payment, enter the necessary information (e.g. application number, payment date) into the boxes on the Web Entry system.

Submission
After the payment is confirmed, you can submit your application by clicking “Submit to Apply” button. Once you click on the button, the information you have entered will be sent to the University, and you will not be able to go back to edit. Make sure to double-check before proceeding.
Create PDF
After submitting, “Create PDF” button will appear. When you click on the button, PDF documents will be downloaded. For treatment of the documents, follow the instructions given at the last stage of the Web Entry system.

3. Web Entry and Supporting Documents to be Submitted

With our Web Entry system, you can submit the application online. Read this section carefully before applying online.

Information You Need for Web Entry

Information Required for Remarks

Upload the JPEG data of your ID photo to the system. The ID photo must be taken within three months with no hats or other head adornments.

Your research plan will mainly be assessed according to the following four criteria that examine to what extent you have;

  1. expertise and presentation skills appropriate for Empowerment Informatics
  2. fundamental skills for interdisciplinary research
  3. the ability to investigate issues from multiple perspectives
  4. the potentiality to play active roles in an international society.
Career Plan All applicants Summarize plans for your career after completing this program within 500 words in English or 1,000 characters in Japanese.
Your career plan will mainly be assessed according to the following three criteria that examine to what extent you have;

  1. the qualities needed to take an initiative as a global leader
  2. the potentiality to develop and pass on technology that matches the needs of the future society
  3. the abilities to tackle and resolve complicated social issues.
4. Educational Background All applicants Follow the instructions on the Web Entry system.
Upload the JPEG data of your degree certificates before submitting original copies (certified copies of diplomas) if you have earned or are expected to earn your master’s degree at universities or other types of educational institutions outside Japan.
Research Activities All applicants who have research history Follow the instructions on the Web Entry system.
Employment Record All applicants who have employment history Follow the instructions on the Web Entry system.
5. Examination Fees All applicants Pay your fees and enter the receipt/application number. The following payment methods are available.
Credit Card (for all applicants):

Convenience Store (for domestic applicants only):
Pay your fees at a convenience store in Japan.

If you wish to request the exemption from TOEIC, TOEFL, or IELTS Academic score requirements, submit a letter that briefly summarizes your own linguistic background to support your request. Any format is acceptable.
Post an original copy to us by express mail.
Degree Certificates** All applicants

Submit documents to prove that you earned (or are expected to earn) a master’s degrees.
The document must;

  1. be issued by your university (or another type of educational institution)
  2. include the name of the degree conferred (or expected to be conferred) and the date of conferral.

For applicants whose degrees were awarded in Japan:
Post original copies to us by express mail. The documents must be written in Japanese.

For applicants whose degrees were awarded outside Japan:
Upload JPEG files to the Web Entry system and then post original copies (certified copies of diplomas) to us by express mail. The documents must be written in English.

Academic Transcripts** All applicants Submit academic transcripts (the official transcript of programs record) issued by universities or other types of educational institutions where you have earned (or expected to earn) your master’s degree. If any credits were transferred from another school, submit an academic transcript from that school. All documents must be in English or in Japanese.
Send us only original copies of the master’s academic transcripts by express mail before the due dates given above the table.
Academic Transcript or Summary Letter of Undergraduate Education All applicants Submit a photocopy of academic transcript where you have earned bachelor’s or equivalent degrees. If you wish to request this exemption of submitting it, submit a letter that briefly summarizes your own educational activities during the undergraduate study.
Send us the copy of academic transcript or summary letter of undergraduate education by express mail by January 16, 2018. The document is used for reference only.
Letter of Approval for Entrance Examination If applicable
  1. 1.Individuals who currently attend a university or graduate school (except those who are expected to graduate by March 2018) should submit a letter of approval allowing them to take the entrance examination, issued by the head of their university or graduate school (or the head of their department). Any format is acceptable.
  2. 2.Individuals who currently work for a government agency, school, or company (except for part-time workers) should submit a letter of approval allowing them to take the entrance examination, issued by their superior. Any format is acceptable.

Post an original copy to us by express mail.

Certificate of MEXT Scholarship Student If applicable If you are enrolled at another university at the time of application, submit the certificate of the MEXT scholarship student issued by the university.
Enter the scholarship period into the Web Entry system, and post an original copy to us by express mail.

* Applicants eligible for an exemption from TOEIC, TOEFL or IELTS Academic score requirements include;
1) those whose first or native language is English
2) those from a country where English is an official language
3) those who completed their undergraduate course fully conducted in English.

** In the case that your current name is different from that on the documents you submit (for example, because of marriage), submit with the proof (e.g., copy of marriage license).

Results from the entrance examination, as well as personal information obtained by the University of Tsukuba from the application documents, will be used only for affairs concerning admission and screening, and as part of the materials to be used for screening students for tuition exemption or scholarships from the Japan Student Services Organization, which are offered to individuals who have completed the enrollment procedures.

4. Examination Fees

30,000 Japanese Yen (non-refundable)

*The examination fees are exempted for the applicants who are the MEXT scholarship students at the time of application or those who are currently enrolled in the master’s program at the University of Tsukuba and wish to be enrolled in the Ph.D. Program in Empowerment Informatics straight after completing their master’s program in March, 2018.

Credit Card Payment: Visa, MasterCard, JCB, AMERICAN EXPRESS can be accepted.
You can make a payment by using your credit card at the last stage of the Web Entry system or at the following websites:

After the payment, you will be provided with the receipt number so enter the number into the box on the Web Entry system.

Administration fees need to be covered by the applicant.

Convenience Store Payment: Payment can be made at LAWSON, Seven-Eleven, Familymart, or MINISTOP.
To pay your fees at a convenience store, follow the instructions given at the last stage of the Web Entry system or at the following website:

At the time you apply for Convenience Store Payment online, you will be given an 11-digit or a 13-digit application number. The number is required when you make the payment at the convenience store.

After the payment, enter the name of the convenience store where you made the payment, the date of payment, and the application number into the boxes on the Web Entry system.

5. Application Procedure

  1. 1.Visit our Web Entry system to apply. The Web Entry system will be available from December 4, 2017, 10am – January 9, 2018, 5pm (JST).
  2. 2.All of the documents required for your application have to be mailed to the Office of Ph.D. Program in Empowerment Informatics by express mail. Those documents need to be received by January 16, 2018. All the documents submitted will not be returned to you. When you submit your application online, the system will ask you to create the Address Sheet as well as the other documents in PDF format. Print out the sheet created and attach it to the envelope when sending the required documents to us.

6. Screening Criteria

Screening Criteria

We will determine the students to be admitted by evaluating the submitted documents and their academic skills as a whole.

Examination Site

For the applicants living in Japan: University of Tsukuba
For the applicants living overseas: The remote examination will in principle take place by connecting the applicants outside Japan and the examiners in Tsukuba via Skype or Polycom.
Details will be arranged once the web entries closed.

Ph.D. Program in Empowerment Informatics Your academic skills will be assessed based on all your information and documentation submitted. The examination takes the form of an interview and a presentation.
You will be asked to offer a presentation about your research plan (10 minutes) and career plan (5 minutes) followed by a Q & A session (15 minutes).

You are expected to include your research achievements in your research plan presentation.

  1. 1.The examination time will in principle be determined by the University after the web entries close.
  2. 2.The following items are what you need to provide/bring for taking the examination.

  3. What to send to us before your examination:
    A PDF file of your presentation slides at least two days prior to your examination day.

    *Your PowerPoint presentation slides should have white backgrounds. The size of the presentation slides should not exceed 5MB.

7. Announcement of Acceptance & Enrollment Procedure

Announcement of Acceptance

The examinee numbers of successful applicants will be posted to our website on February 16, 2018. Acceptance letters will be sent to the successful applicants on the day. The letters will be posted by express mail to the applicants residing overseas or by registered mail to those residing in Japan.

Enrollment Procedure

  1. (1)Enrollment Procedure Guidelines (which contain documents to be submitted before entrance) will be sent out to successful applicants on Friday, February 16, 2018.
    Follow the direction in the Guidelines.
    (Note)
    The successful applicants are expected to notify us before the date above if they change their postal address.
  2. (2)Expenses Required upon Entrance
    1. (a)Entrance fees are 282,000 Japanese Yen, which is non-refundable.
    2. (b)Tuition: The tuition for the first semester of the 2018 academic year (April – September) is 267,900 Japanese Yen.
      The tuition for the second semester (October – March) is 267,900 Japanese Yen (Yearly Amount: 535,800 Japanese Yen).
      A half or full exemption of the tuition fees are expected to be available for the students enrolled in the Ph.D. Program in Empowerment Informatics.

      • For students enrolled in the first year of the program: A half exemption
      • For students enrolled in the third year of the program: A full exemption

      (Note)

      1. 1.If fees are revised before entrance or while enrolled in this program, the revised tuition fees will be applied.
      2. 2.The entrance fees are exempt for those who are the MEXT scholarship students or who will be enrolled in this program after completing the master’s program at the University of Tsukuba in March, 2018.
  3. (3)All applicants with a job (except part-time) need a document or a letter (ex; an order for a training course, a letter of leave of absence or an approval letter) from the employer to prove that you are available to complete the program.
  4. (4)International applicants must acquire a Status of Residence suitable for entrance to a graduate school, in accordance with the Immigration Control and Refugee Recognition Act (Cabinet Order No. 319 of 1951), before beginning enrollment procedures. Those who wish to enter this program as an international student must acquire Status of Residence as a “Student.”

8. Student Support

  1. (1)Students enrolled in the Ph.D. Program in Empowerment Informatics are eligible for financial support in the form of stipend under the Financial Support Scheme for Special Fellows. Any students receiving other forms of financial aid such as the Japanese Government (MEXT) Scholarship and JSPS Research Fellowship for Young Scientists (DC) are not entitled to apply for the scheme.
    Financial Support of 180,000 Japanese Yen until March 2020, and 70,000 Japanese Yen after April 2020 will be paid to the students on a monthly basis.
  2. (2)Students enrolled in the program will be offered an on-campus student dormitory room upon request.
