(A) No eligibility screening is required for the following individuals:
  • Individuals who have graduated from, or who are expecting to graduate from, a Japanese four-year university
  • Individuals who have graduated from a university outside Japan that implements 16 or more years of school curriculum up to university graduation, and earned a bachelor’s degree, or individuals who are expecting to graduate from such a university and earn a bachelor’s degree by March 2018
  • Others

(B) Eligibility screening is required for the following individuals:
  • Individuals who have graduated from, or are expecting to graduate from, a junior college or upper secondary school
  • Individuals who have graduated from, or are expecting to graduate from, a vocational school or similar school
  • Individuals who have graduated from, or are expecting to graduate from, a university outside Japan that implements less than 16-year school curriculum
  • Others

Assessment of Eligibility for Application
Email us to obtain necessary documents and email them back for the assessment by September 8, 2017. If you are deemed eligible for admission, you will be given a passcode needed on the “Educational Background” page of our Web Entry system.
Applicants Who Need Special Assistance

Web Entry
You can apply to the University of Tsukuba online by the Web Entry system. Read the guidelines carefully before applying.
Submission must be made during: September 19, 10am – 25, 5pm (JST), 2017
Sign Up
First, you will need your own account to log in. Once you make an account, you may save the data you entered and log back in later to continue.
Activation
When you sign up, activation email will be sent to your email address registered. Click the activation URL in the email to activate your account.
Login
For the first time after the activation, you’re already logged in. Just click on “Login” button to begin. When you visit our Login page the second time or later, enter your email address and password to log in.
My Page
At the “My Page”, you need to click on the “Application Form” button for the Ph.D. Program in Empowerment Informatics.
On the page, you can edit your login information or reset password.
Application Form
There are four sections in the Application Form:

  1. Applicant’s Information
  2. Course Information/ Preferences
  3. Eligibility
  4. Educational Background

Each section will be saved when you click on “Proceed to ***” button on each confirmation page. After saving, you can continue from where you left off when you login back.

Payment

You must pay the examination fees before submitting your application. The University can accept;

  1. online credit card payment for both domestic and overseas applicants
  2. convenience store payment for domestic applicants only.

Credit Card Payment: Follow the instructions given at the last stage of the Web Entry system and pay your fees by credit card. After the payment, you will be notified of the receipt number. Enter the number into the “Receipt Number” box and click on “Submit” button to proceed.

Convenience Store Payment: Follow the instructions given at the last stage of the Web Entry system and pay your fees at a convenience store in Japan. After the payment, enter the necessary information (e.g. application number, payment date) into the boxes on the Web Entry system.

Submission
After the payment is confirmed, you can submit your application by clicking “Submit to Apply” button. Once you click on the button, the information you have entered will be sent to the University, and you will not be able to go back to edit. Make sure to double-check before proceeding.
Create PDF
After submitting, “Create PDF” button will appear. When you click on the button, PDF documents will be downloaded. For treatment of the documents, follow the instructions given at the last stage of the Web Entry system.

2. Eligibility for Admission

Persons will be deemed eligible if they meet one of the following requirements.

No Eligibility Screening Required

  • Individuals who have graduated or who will graduate from a Japanese four-year university by March 2018
  • Individuals who have earned or will earn a bachelor’s degree in Japan by March 2018
  • Individuals who have graduated from a university outside Japan that implements 16 or more years of school curriculum up to university graduation, and earned a bachelor’s degree
  • Individuals who are expecting to graduate from a university described above, and earn a bachelor’s degree by March 2018
  • Individuals who have obtained or are obtaining relevant qualifications as specified by Japanese Minister of Education, Culture, Sports, Science and Technology

  • Individuals who are 22 years of age or older as of March 2018, and whose qualification is recognized as equivalent to a bachelor’s degree as the result of the Eligibility Screening conducted by us.

3. Web Entry and Supporting Documents to be Submitted

With our Web Entry system, you can submit the application online. Read this section carefully before applying online.

Information You Need for Web Entry

Upload the JPEG data of your ID photo to the system. The ID photo must be taken within three months with no hats or other head adornments.
2. Course Information/ Preferences All applicants Follow the instructions on the Web Entry system.

Your research plan will mainly be assessed according to the following four criteria that examine to what extent you have;

  1. expertise and presentation skills appropriate for Empowerment Informatics
  2. fundamental skills for interdisciplinary research
  3. the ability to investigate issues from multiple perspectives
  4. the potentiality to play active roles in an international society.
Career Plan All applicants Summarize plans for your career after completing this program within 500 words in English or 1,000 characters in Japanese.
Your career plan will mainly be assessed according to the following three criteria that examine to what extent you have;

  1. the qualities needed to take an initiative as a global leader
  2. the potentiality to develop and pass on technology that matches the needs of the future society
  3. the abilities to tackle and resolve complicated social issues.
4. Educational Background All applicants Follow the instructions on the Web Entry system.
Upload the JPEG data of your graduation/degree certificate before submitting an original copy (certified copy of a diploma) if you have earned or are expected to earn your degree at the university or another type of educational institution outside Japan.
Research Activities All applicants who have research history Follow the instructions on the Web Entry system.
Employment Record All applicants who have employment history Follow the instructions on the Web Entry system.
5. Examination Fees All applicants Pay your fees and enter the receipt/application number.
The following payment methods are available.

For applicants whose degree was awarded in Japan:
Post an original copy to us by express mail. The document must be written in Japanese.

For applicants whose degree was awarded outside Japan:
Upload a JPEG file to the Web Entry system and then post an original copy (certified copy of a diploma) to us by express mail. The document must be written in English.

Academic Transcript** All applicants Submit an academic transcript (the official transcript of programs record) issued by your university or another type of educational institution where you earned (are expected to earn) a bachelor’s degree. If any credits were transferred from another school, submit an academic transcript from that school. (All documents must be in English or in Japanese.)
Send us its original copy by express mail before the due dates given above the table.
Letter of Approval for Entrance Exam (Form of Your Selection) If applicable
  1. 1.Individuals who currently attend a university or graduate school (except those who are expected to graduate by March 2018) should submit a letter of approval allowing them to take the entrance examination, issued by the head of their university or graduate school (or the head of their department). Any format is acceptable.
  2. 2.Individuals who currently work for a government agency, school, or company (except for part-time workers) should submit a letter of approval allowing them to take the entrance examination, issued by their superior. Any format is acceptable.

Post an original copy to us by express mail.

Certificate of MEXT Scholarship Student If applicable If you are enrolled at another university at the time of application, submit the certificate of the MEXT scholarship student issued by the university.
Enter the scholarship period into the Web Entry system, and post an original copy to us by express mail.

* Applicants eligible for an exemption from TOEIC, TOEFL, or IELTS Academic score requirements include;
1) those whose first or native language is English
2) those from a country where English is an official language
3) those who completed their undergraduate course fully conducted in English.

** In the case that your current name is different from that on the documents you submit (for example, because of marriage), submit with the proof (e.g., copy of marriage license).

Results from the entrance examination, as well as personal information obtained by the University of Tsukuba from the application documents, will be used only for affairs concerning admission and screening, and as part of the materials to be used for screening students for tuition exemption or scholarships from the Japan Student Services Organization, which are offered to individuals who have completed the enrollment procedures.

4. Examination Fees

30,000 Japanese Yen (non-refundable)
*The MEXT scholarship students are exempted from paying the fees.

Convenience Store Payment: Payment can be made at LAWSON, Seven-Eleven, Familymart, or MINISTOP.
To pay your fees at a convenience store, follow the instructions given at the last stage of the Web Entry system or at the following website:

At the time you apply for Convenience Store Payment online, you will be given an 11-digit or a 13-digit application number. The number is required when you make the payment at the convenience store.

After the payment, enter the name of the convenience store where you made the payment, the date of payment, and the application number into the boxes on the Web Entry system.

5. Application Procedure

  1. 1.Visit our Web Entry system to apply. The Web Entry system will be available from September 19, 10am – 25, 5pm (JST), 2017.
  2. 2.All of the documents required for your application have to be mailed to the Office of Ph.D. Program in Empowerment Informatics by express mail. Those documents need to be received by October 2, 2017. All the documents submitted will not be returned to you. When you submit your application online, the system will ask you to create the Address Sheet as well as the other documents in PDF format. Print out the sheet created and attach it to the envelope when sending the required documents to us.

6. Screening Criteria

Screening Criteria

We will determine the students to be admitted by evaluating the submitted documents and their academic skills as a whole.

Examination Site

For the applicants living in Japan: University of Tsukuba
For the applicants living overseas:
The remote examination will in principle take place by connecting the applicants outside Japan and the examiners in Tsukuba via Skype or Polycom.
Details will be arranged once the web entries close.

Examination Schedule and the Subjects

Ph.D. Program in Empowerment Informatics Your academic skills will be assessed based on all your information and documentation submitted. The examination takes the form of an interview and a presentation.
You will be asked to offer a presentation about your research plan (5 minutes) and career plan (5 minutes) followed by a Q & A session (10 minutes).

  1. 1.The examination time will in principle be determined by the University after the web entries close.
  2. 2.The following items are what you need to provide/bring for taking the examination.

    A PDF file of your presentation slides at least two days prior to your examination day

7. Announcement of Acceptance & Enrollment Procedure

Announcement of Acceptance

The examinee numbers of successful applicants will be posted to our website on November 20, 2017. Acceptance letters will be sent to the successful applicants on the day. The letters will be posted by express mail to the applicants residing overseas or by registered mail to those residing in Japan.

Enrollment Procedure

  1. (1)Enrollment Procedure Guidelines (which contain documents to be submitted before entrance) will be sent out to successful applicants on Friday, February 16, 2018.
    Follow the direction in the Guidelines.
    (Note)
    The successful applicants are expected to notify us before the date above if they change their postal address.
  2. (2)Expenses Required upon Entrance
    1. (a)Entrance fees are 282,000 Japanese Yen, which is non-refundable.
    2. (b)Tuition: The tuition for the first semester of the 2018 academic year (April – September) is 267,900 Japanese Yen.
      The tuition for the second semester (October – March) is 267,900 Japanese Yen (Yearly Amount: 535,800 Japanese Yen).
      A half or full exemption of the tuition fees are expected to be available for the students enrolled in the Ph.D. Program in Empowerment Informatics.

      • For students enrolled in the first year of the program: A half exemption
      • For students enrolled in the third year of the program: A full exemption

      (Note)

      1. 1.If fees are revised before entrance or while enrolled in this program, the revised tuition fees will be applied.
      2. 2.The entrance fees are exempt for the MEXT scholarship students.
  3. (3)All applicants with a job (except part-time) need a document or a letter (ex; an order for a training course, a letter of leave of absence or an approval letter) from the employer to prove that you are available to complete the program.
  4. (4)International applicants must acquire a Status of Residence suitable for entrance to a graduate school, in accordance with the Immigration Control and Refugee Recognition Act (Cabinet Order No. 319 of 1951), before beginning enrollment procedures. Those who wish to enter this program as an international student must acquire Status of Residence as a “Student.”

8. Student Support

  1. (1)Students enrolled in the Ph.D. Program in Empowerment Informatics are eligible for financial support in the form of stipend under the Financial Support Scheme for Special Fellows. Any students receiving other forms of financial aid such as the Japanese Government (MEXT) Scholarship and JSPS Research Fellowship for Young Scientists (DC) are not entitled to apply for the scheme.
    Financial Support of 180,000 Japanese Yen until March 2020, and 70,000 Japanese Yen after April 2020 will be paid to the students on a monthly basis.
  2. (2)Students enrolled in the program will be offered an on­campus student dormitory room for the first two years.
