Due to the Impact of the COVID-19 Infection, etc.
The University of Tsukuba Graduate School Entrance Examination for the academic year 2023 is announced as “Entrance Examination on the University Campus” in principle. Some programs may shift to online entrance examinations. In addition, we plan to set up supplementary examinations (online, etc.) for applicants who are unable to come to the University due to the effects of the COVID-19 infection, etc.
※Conditions for coming to the examination center and the setting of supplementary examinations will be announced on this website approximately one month prior to the examination date, based on the status of the spread of the COVID-19 infection, etc. Please be sure to check the announcement column on the Application Guidelines website.

Information environment and other requirements for taking the online entrance examination
The following preparations and arrangements are required on the examinations are to be held online.
- Have a bright quiet private room environment
- Have a network environment capable of sending and receiving video
- Have a personal computer with a camera and microphone
(using a speaker for voice output. The use of earphones or headphones, etc., that are fitted to the body are prohibited) - Have a smartphone (with a camera) * Item 4 on the left is for emergency use in case of occurrence of network problems

Individuals who meet any of the following requirements are deemed eligible for application.
(Note: Individuals who have not yet graduated from a university that awards them a bachelor’s degree or its equivalent at the time of application are not eligible to apply for the Special Selection Process for Working Individuals.
Applicants for the Special Selection Process for Working Individuals must have at least one year of working experience (full-time or part-time) as of March 2023.)(A) No eligibility screening is required for the following individuals:
- Individuals who have graduated or are expected to graduate from a Japanese four-year university by March 2023
- Individuals who have earned or are expected to earn a bachelorʼs degree from the National Institution for Academic Degrees and Quality Enhancement of Higher Education (NIAD-QE) in Japan by March 2023
- Individuals who have graduated from a university in a country other than Japan that implements 16 or more years of school curriculum up to university graduation, and earned a bachelor’s degree
- Individuals designated by the Minister of Education, Culture, Sports, Science and Technology
(B) Eligibility screening is required for the following individuals:
- Individuals who are 22 years of age or older as of March 2023, and whose qualification is recognized as equivalent to a bachelor’s degree as the result of the eligibility screening conducted by the University of Tsukuba

Applicants who are eligible for application (See “3. Eligibility for Application”) and meet one of the following requirements may apply for this selection process. Applicants for this selection process must submit a letter of recommendation issued by president, dean or department head at university they currently belong to and promise that they enroll in the University of Tsukuba if they are admitted.- Master’s Program in Policy and Planning Sciences, Service Engineering, Risk and Resilience and Computer Science
- (1) At least 70 percent of all credits earned by the time of application is A or A+.
- (2) Have an outstanding academic record in the research field covered by the program for which the applicant is applying (Please refer to the Faculty Directory for information on the research fields and keywords covered by each program).
- Master’s Program in Intelligent and Mechanical Interaction Systems
- (1) At least 68 percent of all credits earned by the time of application is A or A+ and have English proficiency equivalent to TOEIC C rank (470 – 730 points).
- (2) Have an outstanding academic record in the research field covered by the Master’s Program in Intelligent and Mechanical Interaction Systems (Please refer to the Faculty Directory for information on the research fields and keywords covered by each program).
- Master’s Program in Engineering Mechanics and Energy
- (1) At least 68 percent of all credits earned by the time of application is A or A+.
- (2) Have an outstanding academic record in the research field covered by the Master’s Program in Engineering Mechanics and Energy (Please refer to the Faculty Directory for information on the research fields and keywords covered by each program).
- Doctoral Program in Empowerment Informatics
- (1) At least 68 percent of all credits earned by the time of application is A or A+ and have English proficiency equivalent to TOEIC C rank (430 – 730 points).
- (2) Have an outstanding academic record in the research field covered by the Doctoral Program in Empowerment Informatics (Please refer to the Faculty Directory for information on the research fields and keywords covered by each program).

Obtaining the Consent from Faculty Members before Applying
Before applying, applicants must contact a faculty member and obtain consent to become their prospective supervisor (the person who gives you academic instructions after enrollment).
International students must enter a “reference number” in the Web Entry system. You will be notified of your reference number by the faculty member who agreed to become their prospective supervisor.
(Applicants for the Master’s Program in Policy and Planning Sciences or Master’s Program in Service Engineering are not required to obtain or enter a reference number.)
- Since it will take some time to obtain a reference number, please contact your desired faculty member as soon as possible.
- Please refer to the Faculty Directory for the list of faculty members and their research fields and keywords.

Security Export Control
The University of Tsukuba has established the University of Tsukuba Rules on Security Export Control in accordance with the Foreign Exchange and Foreign Trade Act, and conducts strict examinations for acceptance of international students. International applicants who fall under any of the conditions set out in said regulations may be unable to enter their desired program.

The examination fees will not be charged for foreign students who are supported by the Japanese Government (Monbukagakusho: MEXT) scholarships and students applying for a secondary program (Master’s program) under the Dual Degree Program.
The University of Tsukuba have the special measures of examination fee exemption for the victims of disasters in Japan. For more details, see this website.
The examination fee can be paid by either of the following methods:
Credit Card Payment (for all applicants):
We accept Visa, MasterCard, JCB or AMERICAN EXPRESS.
Credit card payment can be made at the final step of the Web Entry system or by visiting
this website.After the payment, you will be provided with the receipt number. Enter the receipt number in the input field displayed on the Web Entry system.
Print out the payment complete screen and submit it along with other application documents to the university.

Administration fees must be covered by the applicant.Convenience Store Payment (for applicants residing in Japan only):
Payment can be made at convenience stores in Japan: LAWSON, SEVEN-ELEVEN, FamilyMart, or MINISTOP.
Follow the instructions given at the final steps of the Web Entry system or at this website (available in Japanese only) to apply for the convenience store payment.After going to the selected store and completing payment, please enter the required information into the Web Entry System: name of the convenience store that you used, the date of payment, and the payment number (The number of digit and the Japanese name of the payment number differ according to the store you used. See the description below).

Download the “Form for Submission of the Certificate of Payment of Application Fee” in PDF from the Web Entry system and print it out. Paste the receipt (certificate of payment) you received from the convenience store to the form. Submit the completed form along with other application documents to the university.

3. Eligibility All applicants Follow the instructions on the Web Entry system. Research Plan All applicants Summarize plans within 500 words in English.
You may use the designated form to be submitted on paper if you must use mathematical formulae, Greek letters, or special symbols that cannot be entered in the Web Entry system. You can download the form from the Web Entry system. Fill it out and submit it along with the other required documents.

- The format of the form may not be changed. Do not write outside the column.
The research plans of applicants for the Doctoral Program in Empowerment Informatics will mainly be assessed according to the following four criteria that examine to what extent you have;
- expertise and presentation skills appropriate for Empowerment Informatics
- fundamental skills for interdisciplinary research
- the ability to investigate issues from multiple perspectives
- the potentiality to play active roles in an international society
Career Plan Applicants for Doctoral Program in Empowerment Informatics Summarize plans for your career after completing the Doctoral Program in Empowerment Informatics within 500 words in English.

Enrollment Procedure
- Enrollment Procedure Guidelines (which contain documents to be submitted before entrance) will be sent out to successful applicants. We will announce the date of shipment on this website as soon as it is decided.
The successful applicants shall notify the Division of Admission in advance if they are moving permanently before the date above or going away when the documents are expected to be delivered.
- The documents must be mailed using a designated envelope (which will be sent to you together with the Enrollment Procedure Guidelines) by early March 2023. The submission deadline will be shown in Enrollment Procedure Guidelines.
- Expenses Required upon Entrance
- (a)Admission fee 282,000 Japanese yen (non-refundable).
- (b)Tuition
- The first term (April – September): 267,900 Japanese yen
- The second term (October – March): 267,900 Japanese yen
(Annual: 535,800 Japanese yen) - (1)If fees are revised before admission or while enrolled in thee university, the revised amount of fees will apply.
- (2)The admission fee will not be charged for foreign students who are supported by the Japanese Government (Monbukagakusho: MEXT) scholarships and students applying for a secondary program (Master’s program) under the Dual Degree Program.
- (3)Students enrolled in the Doctoral Program in Empowerment Informatics are expected to receive tuition exemption (full amount).
- (Notes)
- All applicants who have a full-time job must submit a document or a letter (e.g. an order to attend a training course, a letter of leave of absence or an approval letter) issued by the employer to prove that you are approved to enroll in the university.
- Applicants with foreign nationality must acquire a status of residence which is suitable for admission, in accordance with the Immigration Control and Refugee Recognition Act (Cabinet Order No. 319 of 1951), before beginning enrollment procedures. Those who wish to enroll in the university as an international student must obtain a “Student” visa and enter Japan with a residence status of “Student.”

Students enrolled in the Doctoral Program in Empowerment Informatics are eligible for financial support in the form of stipend under the Financial Support Scheme for Special Fellows. Financial Support of 70,000 Japanese yen will be paid to the students on a monthly basis. Any students receiving other forms of financial aid such as the Japanese Government (Monbukagakusho: MEXT) Scholarship and JSPS Research Fellowship for Young Scientists (DC) are not entitled to apply for the scheme.
The Doctoral Program in Empowerment Informatics has been selected as a “University Fellowship Founding Program” by the Japanese Government (MEXT). Therefore, starting from FY 2021, third-year students and above enrolled in this program will receive financial support of 2.3 million Japanese yen per year (175,000 Japanese yen per month for living expenses and 200,000 yen per year for research expenses) instead of the above-mentioned financial support if they pass the screening.

Education provided under special provision
- Along with the progress of science technology and the sophistication of society, there are increasing demands for re-education of working individuals at graduate schools. In response to these demands, Article 14 of the Standards for Establishment of Graduate Schools stipulates that graduate schools may, if necessary from an educational standpoint, provide education through appropriate means, which include conducting classes or research guidance in the evening and other certain hours and periods.
This stipulation provides more working individuals with opportunities to receive graduate school education while in employment and to develop the knowledge and skills to assume leadership roles in educational research and practice. Under Article 14 of the Standards for Establishment of Graduate Schools, master’s and doctoral programs in the University of Tsukuba Graduate Schools, which has achieved in fostering skilled professionals and re-educating working individuals, has introduced a day/evening course system to enhance education and research activities.

Dual Degree Programs allow doctoral students to enroll in a master’s or professional degree program either at the same Degree Programs or at different ones to earn a master’s degree there.

Aim of the System for Extending the Period of Registration
This system enhances opportunities for diverse students to study at the university by extending the years of study from standard two years to three or four years. Their study plan will be reviewed individually prior to approval of the extension.
Eligible Applicants
This system is for students who have difficulties completing the program in standard two years due to any of the following reasons:
(1) Having an occupation
(2) Must take care of family members (e.g. children and elderly)
(3) Having a disability
