• 3. Eligibility for Admission

  【For applicants who wish to enroll in October】

  Applicants who will take the January to February Selection Process can apply for October 2023 admission. For those applying for October 2023 admission, replace “March 2023” with “September 2023” in “3. Eligibility for Admission”.

  Individuals who meet any of the following requirements are deemed eligible for application. (Note: Applicants for the Special Selection Process for Working Individuals must have at least one year of working experience (full-time or part-time) as of March 2023.)

  (A) No eligibility screening is required for the following individuals:

  • Individuals who have earned or are expected to earn a master’s degree by March 2023
  • Individuals who have earned or are expected to earn a professional degree by March 2023
  • Individuals who have earned or are expected to earn a master’s degree, professional degree or their equivalent in a country other than Japan by March 2023

  (B) Eligibility screening is required for the following individuals:

  • Individuals who are 24 years of age or older as of March 2023, and whose qualification is recognized as equivalent to a master’s degree or professional degree as the result of the eligibility screening conducted by the University of Tsukuba

  (Note) If you do not meet any of the requirements in the category (A) above, we will conduct an eligibility screening upon your request. Please contact us by the following deadline.

• 4. Information and Hints for Admission

  Obtaining the Consent from Faculty Members before Applying

  Before applying, applicants must contact a faculty member and obtain consent to become their prospective supervisor (the person who gives you academic instructions after enrollment).

  International students must enter a “reference number” in the Web Entry system. You will be notified of your reference number by the faculty member who agreed to become their prospective supervisor.
  (Applicants for the Doctoral Program in Policy and Planning Sciences are not required to obtain or enter a reference number.)

  • Since it will take some time to obtain a reference number, please contact your desired faculty member as soon as possible.
  • Please refer to the Faculty Directory for the list of faculty members and their research fields and keywords.
    If you have any questions about research field, contact your desired program. See (2) of “12.Contact us”.

  Security Export Control

  The University of Tsukuba has established the University of Tsukuba Rules on Security Export Control in accordance with the Foreign Exchange and Foreign Trade Act, and conducts strict examinations for acceptance of international students. International applicants who fall under any of the conditions set out in said regulations may be unable to enter their desired program.

• 5. Examination Fees

  30,000 Japanese yen (non-refundable)

  The examination fees will not be charged for foreign students who are supported by the Japanese Government (Monbukagakusho: MEXT) scholarships and students who are expected to complete our masterʼs program in March 2023 and continue to pursue a doctoral degree at the University of Tsukuba (For those applying for October 2023 admission, replace “March 2023” with “September 2023”).

  The University of Tsukuba have the special measures of examination fee exemption for the victims of disasters in Japan. For more details, see this website.

  The examination fee can be paid by either of the following methods:

  Credit Card Payment (for all applicants):

  We accept Visa, MasterCard, JCB or AMERICAN EXPRESS.
  Credit card payment can be made at the final step of the Web Entry system or by visiting this website.
  After the payment, you will be provided with the receipt number. Enter the receipt number in the input field displayed on the Web Entry system.
  Print out the payment complete screen and submit it along with other application documents to the university.
  For details, see the payment instructions.
  Administration fees must be covered by the applicant.

  Convenience Store Payment (for applicants residing in Japan only):

  Payment can be made at convenience stores in Japan: LAWSON, SEVEN-ELEVEN, FamilyMart, or MINISTOP.
  Follow the instructions given at the final steps of the Web Entry system or at this website (available in Japanese only) to apply for the convenience store payment.

  After going to the selected store and completing payment, please enter the required information into the Web Entry System: name of the convenience store that you used, the date of payment, and the payment number (The number of digit and the Japanese name of the payment number differ according to the store you used. See the description below).

  • SEVEN-ELEVEN: “払込票番号” 13 digits
  • LAWSON, FamilyMart, MINISTOP: “お客様番号” 11 digits

  Download the “Form for Submission of the Certificate of Payment of Application Fee” in PDF from the Web Entry system and print it out. Paste the receipt (certificate of payment) you received from the convenience store to the form. Submit the completed form along with other application documents to the university.

  Administration fees must be covered by the applicant.

• 6. Application Procedure
  1. Visit the Web Entry system during the following period and complete online application:
     • For August Selection Process
       July 1, 2022 (from noon JST) – July 21, 2022 (by 3:00 pm JST)
     • For January to February Selection Process
       December 1, 2022 (from noon JST) – December 16, 2022 (by 3:00 pm JST)

     You cannot change the content of application after submission. Please check twice before confirming the entry.

  2. The graduation certificate and other documents for which originals are required must be mailed (Use registered mail) or brought directly to the Academic Service Office for the Systems and Information Engineering Area (Refer to “12. Contact Us” about the location). All required documents must be put in an envelope with an Address Sheet attached. You can download your Address Sheet in PDF from the Web Entry system.
     The documents must arrive to our office by the deadline stated below. If your documents fail to arrive by the deadline or any of the required documents is incomplete, invalid or missing, you will not be allowed to take the exam.

• 7. Web Entry and Documents to be Submitted

  You can submit the application online from the Web Entry system. The graduation certificate and other documents for which originals are required must be mailed (Use registered mail) or brought directly to the Academic Service Office for the Systems and Information Engineering Area.

  Information You Need for Web Entry

  	Supervisor of Your Choice	All applicants	Enter the supervisor of your choice. (Note) Our Faculty Directory lists the roles that can be assigned to each faculty member. You cannot enter the name of a faculty member who can only be a “sub- supervisor” alone. If you wish to conduct research related to that personʼs research keywords, you must make an additional appointment with a faculty member whose role is displayed “Main supervisor/Sub-supervisor” (i.e. who can be either “main supervisor” or “sub-supervisor”) and enter both names. By doing so, you can indicate that you wish to conduct research related to your sub-supervisorʼs research topics under the guidance of the main supervisor. For example, if you would like to conduct research related to Dr. Suzuki Taroʼs research keywords under the guidance of Dr. Yamada Hanako, enter as follows: 1st Choice: Yamada Hanako (Suzuki Taro)
  	Confirmation regarding the English test (TOEIC / TOEFL / IELTS)	[General Selection Process] Applicants for the Doctoral Program in Intelligent and Mechanical Interaction Systems and Empowerment Informatics (See *1)	Read the following, fill in the required information and check the box on the Web Entry system. You must submit one of the following score sheets with your photo (The document must be original) for designated external English language examinations (The examination must be taken after July 2020.   3. Eligibility		All applicants	Follow the instructions on the Web Entry system.
  	Research Plan	All applicants	Summarize your research plans within 1000 words in English. For applicants of Empowerment Informatics, your research plan will mainly be assessed according to the following four criteria that examine to what extent you have; expertise and presentation skills appropriate for Empowerment Informatics fundamental skills for interdisciplinary research the ability to investigate issues from multiple perspectives the potentiality to play active roles in an international society	You may use the designated form to be submitted on paper if you must use mathematical formulae, Greek letters, or special symbols that cannot be entered in the Web Entry system. You can download the form from the Web Entry system. Fill it out and submit it along with the other required documents. (Notes) Charts and figures cannot be used in the form. The format of the form may not be changed. Do not write outside the column.
  	Research Outlines	All applicants (Except applicants for the Doctoral Program in Empowerment Informatics)	Summarize research outlines of your master’s thesis or its equivalent within 2000 words in English.
  	Other Papers and Publications	If applicable	Enter bibliographic information (author names, title of the paper, journal name, volume, number, starting and ending pages, publication year) of your major papers within 300 words in English.
  	Career Plan	Applicants for the Doctoral Program in Empowerment Informatics	Summarize plans for your career after completing the Doctoral Program in Empowerment Informatics within 500 words in English. Your career plan will mainly be assessed according to the following three criteria that examine to what extent you have; the qualities needed to take an initiative as a global leader the potentiality to develop and pass on technology that matches the needs of the future society the abilities to tackle and resolve complicated social issues
  4. Educational Background		All applicants	Follow the instructions on the Web Entry system.
  	Research Activities	All applicants who have research history
  	Employment Records	All applicants who have employment history
  Examination Fees		All applicants (See “5. Examination Fee.“)	Follow the instructions given at the final step of the Web Entry system and make a payment. The following payment methods are available.   *1 Applicants for the Doctoral Program in Empowerment Informatics can apply for an exemption from submitting the designated English score sheets if they meet any of the following conditions:
    1) those whose first or native language is English
    2) those from a country where English is an official language
    3) those who completed their undergraduate course fully conducted in English.
  If you meet any of the above conditions and wish to apply for this exemption, you must submit an additional letter indicating your linguistic background.
  Applicants for other Doctoral Programs cannot apply for the exemption.

  [Expected] Degree Certificate (*1)	Individuals who have graduated or expected to graduate from a university in a country other than Japan	If you have graduated or expected to graduate from a university or other type of educational institution in a country other than Japan, submit a degree certificate (or an official document certifying that you are expected to earn a degree). The documents must be in English or Japanese. (Notes) Even if you have a higher (i.e. doctoral) degree, you must submit a master’s degree certificate. The document must be original. If you cannot submit the original degree certificate because it cannot be reissued, a photocopy attested by an authorized official of your university is acceptable. However, photocopies without the official university seal are not acceptable, as their authenticity cannot be verified. 　 Eligibility for applicants who have graduated from universities in countries other than Japan will be confirmed individually, since the education system varies by countries. Please upload a scanned image of your degree certificate in JEPG format on to the Web Entry system before submitting.
  Academic Transcript (*1)	All applicants	Submit an academic transcript issued by a university or other type of educational institution that awarded or will award you a master’s degree, professional degree or their equivalent. The document must be in Japanese or English. If any credits were transferred from another school, please also submit an academic transcript issued by that school which contains grade information for the transferred credits (e.g. A student who transferred to the current university must submit transcripts issued by the current university and the previous university). (Notes) Even if you have a higher (i.e. doctoral) degree, you must submit an academic transcript for master’s program. The document must be original. If you cannot submit the original academic transcript because it cannot be reissued, a photocopy attested by an authorized official of your university is acceptable. However, photocopies without the official university seal are not acceptable, as their authenticity cannot be verified.
  Academic Transcript or Summary Letter of Undergraduate Education	Applicants for the Doctoral Program in Empowerment Informatics	Submit a photocopy of academic transcript issued by a university or other type of educational institution that awarded you a bachelor’s degree or its equivalent.   Enrollment Procedure

  1. Enrollment Procedure Guidelines (which contain documents to be submitted before entrance) will be sent out to successful applicants. We will announce the date of shipment on this website as soon as it is decided.

• 13. Financial Support for Students in Doctoral Programs

  【For all doctoral students】

  Generally, half of the tuition and other fees will be financially supported for all doctoral students in the Degree Program in Systems and Information Engineering except for those who do not meet the requirements.

  【For students in the Doctoral Program in Empowerment Informatics】

  Students enrolled in the Doctoral Program in Empowerment Informatics are eligible for financial support in the form of stipend under the Financial Support Scheme for Special Fellows. Financial Support of 70,000 Japanese yen will be paid to the students on a monthly basis. Students receiving other forms of financial aid such as the Japanese Government (Monbukagakusho: MEXT) Scholarship and JSPS Research Fellowship for Young Scientists (DC) are not eligible to apply for this scheme.

  The Doctoral Program in Empowerment Informatics has been selected as a “University Fellowship Founding Program” by the Japanese Government (MEXT). Therefore, starting from FY 2021, third-year students and above enrolled in this program will receive financial support of 2.3 million Japanese yen per year (175,000 Japanese yen per month for living expenses and 200,000 yen per year for research expenses) instead of the above-mentioned financial support if they pass the screening.

• 14. Special Provision on Educational Method Stipulated in Article 14 of the Standards for Establishment of Graduate Schools

  Education provided under special provision

  1. Along with the progress of science technology and the sophistication of society, there are increasing demands for re-education of working individuals at graduate schools. In response to these demands, Article 14 of the Standards for Establishment of Graduate Schools stipulates that graduate schools may, if necessary from an educational standpoint, provide education through appropriate means, which include conducting classes or research guidance in the evening and other certain hours and periods. This stipulation provides more working individuals with opportunities to receive graduate school education while in employment and to develop the knowledge and skills to assume leadership roles in educational research and practice. Under Article 14 of the Standards for Establishment of Graduate Schools, master’s and doctoral programs in the University of Tsukuba Graduate Schools, which has achieved in fostering skilled professionals and re-educating working individuals, has introduced a day/evening course system to enhance education and research activities.

     1. 1. (1) Receive necessary research guidance to write a doctoral dissertation and conduct research. Complete day courses and courses provided under Article 14 in the doctoral program or the other programs as required.

• 15. Day and Evening Class Program for Working Doctoral Students in Risk and Resilience Engineering (*For Students Admitted through Special Selection Process for Working Individuals)

  In this program, students can continue working at their jobs as they take day or evening classes at the Tokyo campus (in the Otsuka district of Bunkyo-ku).
  It was launched in the 2009 academic year to promote the development and expansion of graduate school education for working individuals.
  In some fields, students can receive instruction through a cooperative relationship with the Research Organization of Information and Systems of the Institute of Statistical Mathematics.

• 16. One-Year Doctoral Program for Working Individuals in Degree Programs in Systems and Information Engineering (*For Students Admitted through Special Selection Process for Working Individuals)

  The Doctoral Programs at Degree Programs in Systems and Information Engineering launched “One-Year Doctoral Program for Working Individuals” in academic year 2007.

  1. a.To ease the financial and time burdens for working individuals by giving them a chance to receive doctorates in the shortest possible period of time (1 year)
  2. b.To support excellent researchers and highly qualified professionals who are the lead to the next generation of the country
  3. c.To help improve the quality of research of working individuals by providing appropriate research guidance leading to the successful completion of their course work

  1. Eligible applicants
     Working individuals with excellent academic records and research skills related to the research fields in Degree Programs in Systems and Information Engineering.
  2. Evaluation to be eligible for the One-Year Doctoral Program
     After the announcement of acceptance for the entrance examination, applicants for this Program are evaluated to be eligible by the deadline of the enrollment procedures. Applicants for this program must submit the required documents along with the guide of the doctoral programs at Degree Programs in Systems and Information Engineering, since the method and documents for the evaluation depends on the doctoral programs.

• 18. System for Extending the Period of Registration

  Aim of the System for Extending the Period of Registration

  This system enhances opportunities for diverse students to study at the university by extending the years of study from standard three years to four or five years. Their study plan will be reviewed individually prior to approval of the extension.

  Eligible Applicants

  This system is for students who have difficulties completing the program in standard three years due to any of the following reasons:
  (1) Having an occupation
  (2) Must take care of family members (e.g. children and elderly)
  (3) Having a disability
  (4) Other reasons deemed justifiable to apply

  Application Period

  Before applying, students must consult with the Chair of the program and supervisor and obtain their approval.
  The application documents must be submitted in the designated forms within the period for enrollment procedure.
