[Important] Information on Change in Method of
Implementing Future Entrance Examinations, Etc.,
in Response to the COVID-19 Infections

We have generally stipulated that the University of Tsukuba Graduate School entrance examinations for the academic year 2022 are to be taken on-campus. However, depending on how the coronavirus pandemic unfolds, there may be changes to the entrance examination schedule or a switch to online examinations, etc.

※Any decisions regarding a switch to online examinations, etc. will be announced on this website around one month prior to the examination date, so please make sure that you check the Information page of the Graduate Admissions site.

Information Environment, Etc., Necessary if there is a Change to Online Entrance Examinations

If the examinations are to be held online, the following is advance notification of the preparations that must be made by those taking the examinations.

  1. Have a bright quiet private room environment
  2. Have a network environment capable of sending and receiving video
  3. Have a personal computer with a camera and microphone
    (using a speaker for voice output. The use of earphones or headphones, etc., that are fitted to the body are prohibited)
  4. Have a smartphone (with a camera) * Item 4 on the left is for emergency use in case of occurrence of network problems

    Individuals who will be deemed eligible if they meet one of the following requirements.

    (A) No Eligibility Screening is Required for the following individuals:

    • Individuals who have earned or are expected to earn a master’s degree by March 2022
    • Individuals who have earned or are expected to earn a professional degree by March 2022
    • Individuals who have earned or are expected to earn a master’s degree from a university outside Japan as of March 2022

    (B) Eligibility Screening is Required for the following individuals:

    • Individuals who have graduated from a junior college or high school
    • Individuals who have graduated from a vocational school or similar school
    • Individuals who have graduated from a four-year university

  • 4. Information and Hints for Admission

    Obtaining the consent from Faculty members before submit the application

    Before applying, applicants must contact a faculty member and obtain consent to become your prospective supervisor (the person who gives you academic instructions after enrollment).

    If you are an international student, you will receive a reference number which is required to be entered during the web application process from the desired faculty advisor when you obtain an informal consent.
    Please make sure to enter the reference number in the web application system.

    It may take some time to obtain a reference number, so please contact the desired faculty advisor as soon as possible.

    Security Export Control

    University of Tsukuba has established the University of Tsukuba Rules on Security Export Control in accordance with the Foreign Exchange and Foreign Trade Act, and conducts strict examinations for acceptance of international students, etc. International applicants who fall under any of the conditions set out in said regulations may be unable to enter their desired course or program.

  • 5. Examination Fee

    30,000 Japanese Yen (non-refundable)

    * The examination fee is exempted for those who are the Japanese Government (Monbukagakusho: MEXT) Scholarship foreign students and who are currently enrolled in the master’s program at the University of Tsukuba and wish to be enrolled in the Doctoral Program in Empowerment Informatics straight after completing their master’s program in March 2022.

    Credit Card Payment (for all applicants):

    Visa, MasterCard, JCB, AMERICAN EXPRESS can be accepted.
    You can make a payment by using your credit card at the last stage of the Web Entry system or at the following websites:

    After the payment, you will be provided with the receipt number so enter the number into the box on the Web Entry system.
    Print out the application completed page of the payment and submit it together with other required documents to us by mail.

    Convenience Store Payment (for domestic applicants only):

    Payment can be made at LAWSON, Seven-Eleven, FamilyMart, or MINISTOP.
    To pay your fee at a convenience store, follow the instructions given at the last stage of the Web Entry system or at the following website:

    After the payment, enter the name of the convenience store that you used, the date of payment, and the number given by the store on the Web Entry system.

    Administration fee needs to be covered by the applicant.

    Detach the Receipt Portion (certificate of payment) from your Examination Fee Statement given at the convenience store and affix it to the “Form for Submission of the Certificate of Payment of Application Fee”. You can create the form in PDF format and print it out from the Web Entry system. Submit it together with other required documents to us by mail.

  • 6. Application Procedure
    1. Visit our Web Entry system to apply. The Web Entry system will be available during the terms stated below.
      • For August Selection Process (General Selection Process): July 1, 2021 (from noon JST) – July 16, 2021 (by 3:00 pm JST)
      • For January to February Selection Process (General Selection Process): December 1, 2021 (from noon JST) – December 17, 2021 (by 3:00 pm JST)

      Once you submit your application, you will not be able to go back to edit. Be sure to double-check before proceeding.

    2. All of the documents required for your application have to be submitted to the Academic Service Office for the Systems and Information Engineering Area by air mail, and these must be received by deadline stated below. When you submit your application online, the system will ask you to create Address Sheet in PDF format. Please print out the sheet and submit it with the other required documents.
      If your materials are not received by the due date, you will not be able to take the exam.

    3. Unless requested, all documents submitted will not be returned to you.
      Examination fee which has been paid is non-refundable.

  • 7. Web Entry and Documents to be submitted

    With the Web Entry system, you can submit the application online. Read this section carefully before applying online.

    Research Plan All applicants Summarize plans for your intended research activities in this program within 500 words in English or 1,000 characters in Japanese.

    Your research plan will mainly be assessed according to the following four criteria that examine to what extent you have:

    1. expertise and presentation skills appropriate for Empowerment Informatics
    2. fundamental skills for interdisciplinary research
    3. the ability to investigate issues from multiple perspectives
    4. the potentiality to play active roles in an international society.
    Career Plan All applicants Summarize plans for your career after completing this program within 500 words in English or 1,000 characters in Japanese.

    Your career plan will mainly be assessed according to the following three criteria that examine to what extent you have;

    1. the qualities needed to take an initiative as a global leader
    2. the potentiality to develop and pass on technology that matches the needs of the future society
    3. the abilities to tackle and resolve complicated social issues.
    4. Educational Background All applicants Follow the instructions on the Web Entry system.
    Upload the JPEG data of your degree certificates before submitting original copies if you have earned or are expecting to earn your master’s degree at universities or other types of educational institutions outside Japan.

    5. Examination Fee

    All applicants Follow the instructions given at the last page of the Web Entry system and pay your fee.
    The following payment methods are available.

    Credit Card (for all applicants):
    Pay your fee online. After the payment, enter the receipt number on the Web Entry system.
    Convenience Store (for domestic applicants only):
    Pay your fee at a convenience store in Japan. After the payment, enter the name of convenience store that you used, the date of payment, and the number given by the store on the Web Entry system.

    * Applicants eligible for an exemption from TOEIC, TOEFL, or IELTS Academic score requirements include:
    1) those whose first or native language is English
    2) those from a country where English is an official language
    3) those who completed their undergraduate course fully conducted in English.

    Applicants except those exempted as given in the notes below the table* Submit either the Official Score Certificate/Report (TOEIC), TOEFL Examinee (Test Taker) Score Report which is sent to the TOEFL examinee from ETS by postal mail, or Test Report Form (IELTS Academic) of the examination taken after May 2019.

    For the TOEFL Examinee (Test Taker) Score Report which is sent to the TOEFL examinee from ETS by postal mail, it is also acceptable to submit a TOEFL iBT® Home Edition score.

    If the score is not submitted properly, you will be excluded from further selection.
    We will not accept a photocopy of the Official Score Certificate, TOEIC Institutional Program Score Report, or TOEFL Official Score report/Institutional Score Record.
    Any question arising out of, or in connection with, this Official Score Certificate, will be referred to the issuing office.

    Request Letter for Exemption from TOEIC, TOEFL, or IELTS Academic Score Requirements If applicable (Check the notes below the table*) If you wish to request the exemption from TOEIC, TOEFL, or IELTS Academic score requirements, submit a letter that briefly summarizes your own linguistic background to support your request. Any format is acceptable.
    Degree Certificate** All applicants

    Submit a document to prove that you earned (or are expected to earn) a master’s degree.
    The document must;

    1. be issued by your university (or another type of educational institution)
    2. include the name of the degree conferred (or expected to be conferred) and the date of conferral.

    For applicants whose degree was awarded in Japan:
    The document must be written in Japanese.

    For applicants whose degree was awarded outside Japan:
    The document must be written in English.

    Academic Transcript** All applicants Submit an academic transcript (the official transcript of programs record) issued by your university or educational institution that meets the application requirements for Doctoral Program in Empowerment Informatics. If any credits were transferred from another school, submit an academic transcript from that school. (All documents must be written in English or Japanese.)
    Academic Transcript or Summary Letter of Undergraduate Education All applicants Submit a photocopy of academic transcript where you have earned bachelor’s or equivalent degree. If you wish to request this exemption of submitting it, submit a letter that briefly summarizes your own educational activities during the undergraduate study.
    Send us the copy of academic transcript or summary letter of undergraduate education. The document is used for reference only.

    After the payment, print out the “Application Completed” page, and submit it to us by airmail.

    After the payment, detach the Receipt Portion (certificate of payment) from the Examination Fee Statement given at the convenience store and submit it to us by airmail.
    The Receipt Portion needs to be attached to the form that can be created after you complete the web entry.

    Letter of Approval for Entrance Examination

    If applicable
    1. Individuals who currently attend a university or graduate school (except those who are expected to graduate by March 2022) need to submit a letter of approval allowing them to take the entrance examination, issued by the head of their university or graduate school (or the head of their department). Any format is acceptable.
    2. Individuals who currently work for a government agency, school, or company (except for part-time workers) need to submit a letter of approval allowing them to take the entrance examination, issued by their superior. Any format is acceptable.
    Certificate of Japanese Government (Monbukagakusho: MEXT) Scholarship Foreign Student If applicable If you are enrolled at another university at the time of application, submit the certificate of Japanese Government (Monbukagakusho: MEXT) Scholarship foreign student issued by the university.

    * Applicants eligible for an exemption from TOEIC, TOEFL, or IELTS Academic score requirements include
    1) those whose first or native language is English
    2) those from a country where English is an official language
    3) those who completed their undergraduate course fully conducted in English.

    ** In the case that your current name is different from that on the documents you submit (for example, because of marriage), submit with the proof (e.g., copy of marriage license).

    Results from the entrance examination, as well as personal information obtained by the University of Tsukuba from the application documents, will be used only for affairs concerning admission and screening, and as part of the materials to be used for screening students for tuition exemption or scholarships from the Japan Student Services Organization, which are offered to individuals who have completed the enrollment procedures.

    Depending on the future situation such as the spread of infection of novel coronavirus, it is possible that the entrance examination method may be changed, such as conducting the entrance examination online. In addition, due to changes in the entrance examination method, etc., there is a possibility that the entrance examination date will be added.   • 9. Testing Location, Announcement of Acceptance & Enrollment Procedure

    Admission Site

    At University of Tsukuba (1-1-1 Tennodai, Tsukuba-shi, Ibaraki-ken)

    Remote examination is available only for applicants residing outside Japan. It will in principle take place by connecting the applicant to the examiners in Tsukuba via Teleconference System. Details will be arranged once the web entries closed.

    Announcement of Acceptance

    The examinee numbers of the successful applicants will be posted on the website https://entry.ap-graduate.tsukuba.ac.jp during the terms stated below.

    • For August Selection Process (General Selection Process): 10:00 am on September 8, 2021 – 10:00 am on September 14, 2021
    • For January to February Selection Process (General Selection Process): 10:00 am on February 16, 2022 – 10:00 am on February 22, 2022

    An acceptance letter will be sent to successful applicants on the same day by the registered mail.

    Enrollment Procedure

    1. Enrollment Procedure Guidelines (which contain documents to be submitted before entrance) will be sent out to successful applicants on February 16, 2022. Follow the direction in the Guidelines.
      (Note)
      The successful applicants need to notify us in advance if they change their postal address.
    2. The documents should be mailed using a designated envelope (which will be sent to you together with the Enrollment Procedure Guidelines) by early March 2022. The deadline will be shown in Enrollment Procedure Guidelines.
    3. Expenses Required upon Entrance
      1. (a)Entrance fee is 282,000 Japanese Yen, which is non-refundable.
      2. (b)Tuition: The tuition for the first semester of the 2022 academic year (April – September) is 267,900 Japanese Yen.
        The tuition for the second semester (October – March) is 267,900 Japanese Yen (Yearly Amount: 535,800 Japanese Yen).
        Full exemption of the tuition fee is expected to be available for the students enrolled in the Doctoral Program in Empowerment Informatics.

          (Note)

        1. If fees are revised before entrance or while enrolled in this program, the revised tuition fee will be applied.
        2. The entrance fees are exempted for the Japanese Government (Monbukagakusho: MEXT) Scholarship foreign students or who will be enrolled in this program after completing the master’s program at the University of Tsukuba in March 2022.
    4. All applicants with a job (except part-time) need a document or a letter (e.g. an order for a training course, a letter of leave of absence or an approval letter) from the employer to prove that you are available to complete the program.
    5. International applicants must acquire a Status of Residence suitable for entrance to a graduate school, in accordance with the Immigration Control and Refugee Recognition Act (Cabinet Order No. 319 of 1951), before beginning enrollment procedures. Those who wish to enter this program as an international student must acquire Status of Residence as a “Student.”
  • 10. Student Support

    Students enrolled in the Doctoral Program in Empowerment Informatics are eligible for financial support in the form of stipend under the Financial Support Scheme for Special Fellows. Financial Support of 70,000 Japanese Yen will be paid to the students on a monthly basis. Any students receiving other forms of financial aid such as the Japanese Government (Monbukagakusho: MEXT) Scholarship and JSPS Research Fellowship for Young Scientists (DC) are not entitled to apply for the scheme.

    The Doctoral Program in Empowerment Informatics has been selected as a “University Fellowship Founding Program” by the Japanese Government (MEXT). Therefore, starting from FY 2021, third-year students and above enrolled in this program will receive financial support of 2.3 million Japanese yen per year (175,000 Japanese yen per month for living expenses and 200,000 yen per year for research expenses) instead of the above-mentioned financial support if they pass the screening.
