The University of Tsukuba has established the University of Tsukuba Rules on Security Export Control in accordance with the Foreign Exchange and Foreign Trade Act (FEFTA), and conducts strict examinations for acceptance of international students etc. International applicants who fall under any of the conditions set out in said regulations may be unable to enter their desired program.
[IMPORTANT] Procedures for “Deemed Export” for Security Export Control
In order to strengthen the prevention of leakage of sensitive technology related to security, “deemed export control” was clarified and related laws and regulations were revised (effective May 1, 2022).
As a result, our university has decided to require all applicants to our graduate school to confirm the applicability of Specific Categories.

Correspondence between the date of admission and the designated expected completion date:
- Applicants for July Selection Process for 2024 admission should replace “March 2025” with “September 2024.”
- Applicants for January to February Selection Process for 2025 admission can choose October 2025 as the admission date. Those who wish to enroll in October 2025 should replace “March 2025” with “September 2025” for each eligibility requirement.
Eligibility for Application
Individuals who meet any of the following requirements are deemed eligible for application. (For details of each eligibility requirement and whether an eligibility screening is required, see “3-2. Details of Eligibility Requirements and Eligibility Screening.”)
- Individuals who have obtained a master’s degree or a professional degree in Japan or who are expected to obtain it by the end of March 2025. (Eligibility requirement (1))
- Individuals who have been granted a degree equivalent to a master’s degree or a professional degree in a foreign country or who are expected to grant the degree by the end of March 2025. (Eligibility requirement (2))
- Individuals who have graduated from a university and have been engaged in research at a university, research institute, etc. for two years or more, and who are recognized as having academic ability equivalent or superior to a master’s degree or a professional degree based on the results of their research. (Eligibility requirement (6-1); eligibility screening required)
- Individuals who have completed 16 years of school education in a foreign country or 16 years of correspondence courses provided by a foreign school in Japan, and who have been engaged in research at a university or research institute for 2 years or more, and who are recognized as having academic ability equivalent or superior to a master’s or professional degree based on the results of said research. (Eligibility requirement (6-2); eligibility screening required)
- Individuals who have reached 24 years of age or will reach 24 years of age by March 2025, after being admitted to the university’s graduate school with academic ability equivalent or superior to a master’s degree or a professional degree through an individual admission eligibility screening conducted by the graduate school of the university. (Eligibility requirement (7); eligibility screening required)

Application Requirements for the Special Selection Process for Working Individuals
Individuals who are eligible to apply and have at least one year of work experience (from any industry including both full-time and part-time jobs) as of March 2025 may apply for this selection process. Jobs held while enrolled as a full-time student DOES NOT qualify as work experience.

How to Apply for Eligibility Screening
The eligibility screening is conducted by the University of Tsukuba to confirm that the applicant has academic ability equivalent or superior to of those who earned a master’s degree or professional degree prior to application. Those who wish to apply under the eligibility requirement (6-1), (6-2) and (7) must undergo this screening, and are eligible to apply only if they pass. Even if you have passed the eligibility screening in the past, you will need to undergo the screening again when you wish to apply for another selection process.
To be screened, please submit the required documents by the deadline, along with a contact address, telephone number, and e-mail address. Applications should be submitted via e-mail or registered mail.
If you pass the screening, you will receive a passcode to be entered into the Web Entry System.
Please note that applicants must submit their original graduation certificate and academic transcript at the time of application even if they submit the PDF or JPEG files at the time of the screening for eligibility (See “7-2. Documents to Be Submitted”).Deadlines:

Obtaining Consent from Faculty Members before Applying
Before applying, you must contact a faculty member and obtain consent to become your prospective supervisor (the person who gives you academic instructions after enrollment). You may select up to a second choice of supervisor at the time of application, but the second choice is not mandatory. If applicants for the Doctoral Program in Risk and Resilience Engineering, Computer Science, Intelligent and Mechanical Interaction Systems or Empowerment Informatics have the second choice, they should contact that faculty member and obtain consent as well.

Applicants for the Special Selection Process for Working Individuals should inform their prospective supervisor that they wish to apply for the Special Selection Process for Working Individuals when obtaining consent.Main Supervisor and Sub-supervisor
In order to provide a better learning environment, the Degree Programs in Systems and Information Engineering have a multiple supervisor system in which each student is assigned a main supervisor and one or more sub-supervisors.
In principle, applicants are to choose only their main supervisor at the time of application. However, if you wish to conduct research related to research topics of a faculty member whose role is indicated in the Faculty Directory only as “Sub-supervisor,” please choose both the main supervisor and sub-supervisor (You need to obtain consent from both of them).
Applicants for the Doctoral Program in Computer Science and the Doctoral Program in Engineering Mechanics and Energy must choose their main supervisor and sub-supervisor from the same “Research Field” on the Faculty Directory.Reference Number
International students will be notified of a “reference number” by the faculty member who agreed to become their prospective supervisor. The reference number must be entered in the Web Entry System at the time of application. Since it will take some time to obtain a reference number, please contact your desired faculty member as soon as possible.
Applicants for the Doctoral Program in Policy and Planning Sciences are not required to obtain a reference number or to enter it in the Web Entry System. -
Examination Fee

Exemptions of Examination Fee
- The examination fees will not be charged for Japanese Government (Monbukagakusho: MEXT) Scholarship students and students who have completed or expected to complete a master’s program at the University of Tsukuba and will enroll in a doctoral program at the university within one year of the date of completion. However, “within one year” does not include those who completed the previous year (March 2024/September 2024) and will enroll in April 2025/October 2025, as this exceeds one year from the date of completion.
- The University of Tsukuba have the special measures of examination fee exemption for the victims of disasters in Japan. For details, see https://www.tsukuba.ac.jp/news/20200710152909.html.
Payment Methods
The examination fee can be paid by either of the following methods. In either case, administration fees are to be borne by the applicant.

Credit card payment can be made at the final step of the Web Entry System or by visiting the website linked above. After the payment, you will be provided with the receipt number. Enter the receipt number in the input field displayed on the Web Entry System.
Print out the payment complete screen and submit it along with other application documents (See “6. Application Procedure”).

Payment can be made at convenience stores in Japan: LAWSON, SEVEN-ELEVEN, FamilyMart, or MINISTOP.
Follow the instructions given at the final steps of the Web Entry System or at the website linked above (available in Japanese only) to apply for the convenience store payment.After going to the selected store and completing payment, please enter the required information into the Web Entry System: name of the convenience store that you used, the date of payment, and the payment number (The number of digit and the Japanese name of the payment number differ according to the store you used. See the description below).

Download the “Form for Submission of the Certificate of Payment of Application Fee” from the Web Entry System and print it out. Paste the receipt (certificate of payment) you received from the convenience store on the form. Submit the completed form along with other application documents (See “6. Application Procedure”).

Web Entry
Submit your application data through the Web Entry System during the designated period (See “1. Schedule”).

Create your own account on the Web Entry System. - 2) Activation
When you sign up, activation email will be sent to your registered email address. Click the activation URL on the email to activate your account. - 3) Login
Click “Login” and proceed to your “My Page.” Next time you visit the website, you will be asked to enter your email address and password to login. - 4) My Page
Click the “Application Form” button on “My Page” to start web entry.
You can edit your login information or reset password on “My Page.” - 5) Application Form
Please enter the required information (See “7-1. Web Entry”). Each section will be saved when you click on “Proceed” button on each confirmation page. After saving, you can continue from where you left off when you are back. - 6) Payment
Complete payment of the examination fee before submitting your application. - 7) Submission
Once you click on the “Submit to Apply” button, the information you have entered will be sent to the university, and you will not be able to go back to edit. Please check carefully before proceeding. After submission, please make sure to check the confirmation email that will be sent to your registered email address. - 8) Create PDF
After submitting the application data, you will be able to download the documents such as “Reference Card” and “Address Sheet” until the end of the application period. Downloadable files differ depending on the desired degree program and the selection process. Download and print all files. Please note that the files no longer be available for download after the end of the application period.
Notes:
- The Web Entry System does not allow you to apply to more than one programs from a single account. Also, it is not possible to register multiple accounts with one e-mail address. Therefore, for example, if applicants for the Dual Degree Program wish to apply to both the doctoral program and the master’s Program at the same time, they must prepare two e-mail addresses, create accounts using each, and apply to each program from separate accounts.
- The payment screen will not be displayed for students who do not have to pay the examination fee, i.e., the Japanese Government Scholarship students and students who have completed or expected to complete a master’s program at the University of Tsukuba and will enroll in a doctoral program at the university within one year of the date of completion.
Paper Certificates and Other Documents to Be Submitted
Paper certificates and other documents required for application (See “7-2. Documents to Be Submitted”) should be mailed (using registered mail) or brought in person. All required documents must be put in an envelope which fits unfolded A4 size paper with an Address Sheet attached. You can download your Address Sheet in PDF from the Web Entry System.
The documents must arrive to our office by the deadline (See “1. Schedule”). If your documents fail to arrive by the deadline or any of the required documents is incomplete, invalid or missing, you will not be allowed to take the exam. Documents brought in after 5:00 p.m. JST on the last day of the submission period will not be accepted.Place to Submit:

Note:
In principle, all documents submitted will not be returned to you. Please do not submit the certificates that cannot be reissued. If you cannot submit the original certificates due to circumstances, photocopies are accepted conditionally (See “7-2. Documents to Be Submitted”). If you are unable to obtain a photocopy that meets our requirement, please submit the original document with a return request (A4 size, handwritten or typed) with the following information:
- Admission date and the type of the selection process (e.g. Graduate Admission 20XX, August Selection Process, General Selection Process)
- Examinee’s number
- Your Name
- Name/description of the document to be returned
Upon request in the designated manner, the original certificate (limited to those that cannot be reissued) will be returned after the entrance examination. Please come to the place of submission and pick it up yourself, as it will not be returned by mail.
Regardless of the above, the External English Test Score Sheet will NOT be returned. Also, we will not provide you with a photocopy after submission. Please make your own copy and keep them before submission if necessary.
Handling of Personal Information
Applicants’ personal information obtained from the application documents and the results of the entrance examination will be used for the affairs concerning admission and screening. The university may also process the information so that it is not personally identifiable and use it for research and study aimed at improvement of the admission procedure and the university education. If a successful applicant who has completed the admission procedures has applied for a JASSO scholarship, the information will be used as screening material in the scholarship selection process.

*If any false or forged statements are found in the application documents, or if there is any obvious examination misconduct, the acceptance and admission may be revoked.- Notes:

Documents/Forms Who should submit Instructions [Expected] Graduation Certificate All applicants Submit a graduation certificate (or an official document certifying that you are expected to graduate) issued by a university or other institution that awarded or will award you a master’s degree, professional degree or their equivalent. The document must be in English or Japanese.
Even if you have a higher (i.e. doctoral) degree, you must submit a graduation certificate of master’s program.[Expected] Degree Certificate (1) Individuals who have graduated or expected to graduate from a university in a country other than Japan
(2) Individuals who qualify for application at the National Institution for Academic Degrees and Quality Enhancement of Higher Education (NIAD-QE) in JapanSubmit the corresponding document as described below.
(1) Submit a degree certificate, i.e., an official document certifying that you are expected to earn a degree issued by a university or other institution that awarded or will award you a master’s degree, professional degree or their equivalent. The document must be in English or Japanese.
Even if you have a higher (i.e. doctoral) degree, you must submit a master’s degree certificate.
(2) Submit a “Certificate of degree conferment (certificate of acceptance of application for degree conferment),” academic transcripts and all other certificates related to degree conferment.Academic Transcript All applicants Submit an academic transcript issued by a university or institution that awarded or will award you a master’s degree, professional degree or their equivalent. The document must be in Japanese or English.
If grades are listed with symbols (S, A, B, C, D, etc.), the grading criteria (S: 100 to 91 scores, A: 90 to 81 scores, etc.) must be clearly stated on the transcript. If it is not clearly stated, a document that clearly states the grading criteria should also be submitted.
If any credits were transferred from another school, please also submit an academic transcript issued by that school which contains grade information for the transferred credits (e.g. A student who transferred to the current university must submit transcripts issued by the current university and the previous university).Academic Transcript or Summary Letter of Undergraduate Education Applicants for the Five-year Doctoral Program in Empowerment Informatics (Third Year Enrollment) Submit a photocopy of academic transcript issued by a university or other type of educational institution that awarded you a bachelor’s degree or its equivalent. If you wish to request an exemption for submitting the copy of academic transcript, submit a letter that briefly summarizes your own educational activities during the undergraduate study.

(1) Submit a letter of approval to take the entrance examination issued by the president, dean, or department head at your university. If you plan to withdraw from your current university/graduate school, we also accept a letter written by you stating that you will withdraw from the university/graduate school before admission to the University of Tsukuba. Any format is acceptable, but the size must be A4.

The Dual Degree Program is designed to develop individuals with deep expertise, broad academic knowledge and a high degree of adaptability. The program provides doctoral students seeking to acquire the abilities and knowledge necessary to become researchers and highly specialized professionals with an opportunity to acquire knowledge in a related field that differ from their major field of study.
The term “Dual Degree” as used here means that while enrolled in a doctoral program at the University of Tsukuba, students can also enroll in a master’s or professional degree program at the university (except the Law School Program at the Graduate School of Business Sciences, Humanities and Social Sciences), and obtain both a doctoral degree and a master’s degree.
The Degree Programs of Systems and Information Engineering currently offer the Dual Degree Program in the following programs. (For more information about the programs, please refer to the website of each program.)It is not easy to obtain two degrees within a limited period of time. If you wish to apply for the Dual Degree Program, please consult with your prospective supervisor in the doctoral program, and receive a full explanation before applying. Once you have decided to apply, please obtain a Dual Degree Program Application Form at the Academic Service Office of Systems and Information Engineering (Graduate Support). The application must be signed by both the prospective supervisors in the primary and secondary program, and submitted to the Academic Service Office where you received the form by the same date as the application deadline for eligibility screening stated in the application guidelines (See “1. The system for extending the period of registration allows students to extend the period of registration (enrollment in the university) within the limits of the maximum period of registration (i.e. 5 years). Only those who find it difficult to complete the program within the standard period of study (i.e. 3 years) due to reasons such as having an occupation, needing to take care of child(-ren) or other family member(s), or having a disability are eligible to apply for this system.
