The following are combined application guidelines for all the programs above.

For the University of Tsukuba Graduate School Entrance Examination to be conducted in the academic year 2023, the content of the announcement is that, in principle, the entrance examination will be conducted “on the University premises”.If we change the application guideline due to the effects of the COVID-19 infection, etc. we will announce on the Information page of the Graduate Admissions site, so please check back from time to time.

Some programs may conduct their entrance to online entrance examinations, so please check the Application Guidelines Website (Screening Criteria) carefully.

Security Export Control

The University of Tsukuba has established the University of Tsukuba Rules on Security Export Control in accordance with the Foreign Exchange and Foreign Trade Act (FEFTA), and conducts strict examinations for acceptance of international students etc. International applicants who fall under any of the conditions set out in said regulations may be unable to enter their desired program.

[IMPORTANT] Procedures for “Deemed Export” for Security Export Control

In order to strengthen the prevention of leakage of sensitive technology related to security, “deemed export control” was clarified and related laws and regulations were revised (effective May 1, 2022).
As a result, our university has decided to require all applicants to our graduate school to confirm the applicability of Specific Categories.

Furthermore, the 4 fields of the School Leadership Development Field, English Language Education Field, Arts Education Field, and Health and Physical Education Field are in the School Education Area.
    3. Inservice Teachers who wish to apply for the Subprogram in School Education for the Next Generation may take the examination for the one year course if the eligibility of admission is met in addition to the two year course. However, for the Health and Physical Education Field, School Education Area, there is no student recruitment for the Special Selection Process of the One Year Course for Inservice Teachers.

    3. The Subprogram in General Psychology and Subprogram in Clinical Psychology are in the Master’s Program in Psychology.   • 2. Eligibility for Admission

    Eligibility Screening

    (A) No Eligibility Screening is required for the following individuals:

    • Individuals who have graduated from, or who are expecting to graduate from, a Japanese four-year university
    • Individuals who have graduated from a university outside Japan that implements 16 or more years of a school curriculum up to university graduation, and earned a bachelor’s degree, or individuals who are expecting to graduate from such a university and earn a bachelor’s degree

    (B) Eligibility Screening is required for the following individuals:

    • Individuals who have graduated from a junior college or an upper secondary school as latest academic background
    • Individuals who have graduated from a vocational school or a similar school as latest academic background
    • Individuals who have graduated from a university of a foreign country that implements less than 16 years of a school curriculum

    In addition to the eligibility above, applicants for each selection process will be deemed eligible if they meet one of the following requirements:

    Applicants in the Special Selection Process for Working Individuals of the Master’s Program in Education (Subprogram in International Education and Subprogram in School Education for the Next Generation) and the Master’s Program in Disability Sciences

    If applying for the Special Selection Process for Working Individuals, it is necessary that the applicant comes under one of the following requirements (provided however, that except those who are expected) and has or is expected to have social experience (including work in business, civil service, educational institution, etc. and experience in engaging in household labor, etc.) for 2 years or more irrespective of being full-time and part-time until March 2024.

    • Individuals who have graduated from a four-year university
    • Individuals who have earned a bachelor’s degree
    • Individuals who have completed 16 years of a school curriculum overseas
    • Individuals who are designated by the Minister of Education, Culture, Sports, Science and Technology
    • Individuals who are 22 years of age or who shall be 22 years of age until March 2024, and whose qualification is recognized as equivalent to a bachelor’s degree as the result of the Eligibility Screening conducted in a graduate school of our university

    Applicants in the Special Selection Process of the One Year Course for Inservice Teachers of the Master’s Program in Education (Subprogram in School Education for the Next Generation) and the Master’s Program in Disability Sciences

    This program is for the purpose of responding to societal demand for the re-education of in-service teachers and acquisition of specialized certificate. In principle, the training term is 1 year.
    For the eligibility for admission, the applicant who comes under one of the above requirements and satisfies all of the following (a) to (d)

    • (a) Individuals who are working as a teacher of a school prescribed in Article 1 of the School Education Act since the time of the filing of the application.
    • (b) Individuals who have or expected to have working experience as a teacher ※ for a total of 3 years or more by the end of March 2024
    • (c) Individuals who already have sufficient educational practice of preparing a master’s thesis in the course of 1 year or actual achievements for research articles, etc.
    • (d) Individuals who substantially consulted in advance with the academic advisor of one’s choice for the research plan, etc.
    ※ Length of Working Experience
    • You can apply regardless of your employment status (full-time or part-time).
    • Calculated as the time to the end of March 2024; provided however, that if the individual resigns before that, it shall be by the scheduled date of resignation.
    • If the number of months of experience is shorter than 1 month, it shall be calculated by rounding up to 1 month.
    • The period of administrative leave shall not be calculated in the length of working experience.

    Pay your fees online. After the payment, enter the receipt number into the box on the Web Entry system.
    Convenience Store (for domestic applicants only):
    Pay your fees at a convenience store in Japan. After the payment, enter the name of the convenience store, the date of payment, and the number given by the store into the box on the Web Entry system.

    Note: Even if you have already earned a master’s or doctoral degree, you need to submit a degree certificate issued by a university from which you have earned a bachelor’s degree.

Academic Transcript* All applicants Submit an academic transcript (the official transcript of your programs history) issued by a university or another educational institution that meets the application requirements for the Master’s Programs of this Graduate School. If any credits were transferred from another school, submit an academic transcript from that school.
    If you have completed or will complete a graduate school, submit an academic transcript (the official transcript of programs record) issued by the graduate school, too. (All documents must be in English or in Japanese.)

    6.Certificate of Employment Applicants in the Special Selection Process of the One Year Course for Inservice Teachers Certificate of Employment that satisfies the eligibility for admission (Certifies a total of 3 years or more of experience working) Submit a Certificate of Employment (any format, A4 sized paper) from your immediate manager (official who head the board of education, etc.). When the working experience includes a part-time position, also submit the Certificate of Employment for the period.     Among the foreign applicants, those who complete university education in a country where the course of school education up to the completion of university education is less than 16 years, who engage in research for a considerable period of time (approximately one year or more) as a non-degree research student, researcher, etc. in a university, inter-university research institute, or research institute equivalent thereto in Japan or overseas following the completion of university education, and who has attained 22 years of age or expected to become should receive certification from the head of the institute, etc. on the designated form; provided however, that international students who become non-degree research students of graduate schools of this university may substitute the Certificate of Enrollment provided by this university (for scholarship application) for the Certificate of Research History.
    Apply by the automated certificate issuing machine on-campus and submit.

    12. Copy of “Application Completed” Page of Examination Fee Payment by Credit Card Applicants who made a credit card payment

    14. Letter of Approval for Entrance Exam (Form of Your Selection) If applicable

    1. Individuals who are currently attending a university or graduate school

    2. Individuals who are currently working for a government agency, school, or company (except for part-time workers)
    1. Need to submit a letter of approval issued by the head of their university or graduate school (or the head of their department) allowing them to take the entrance examination or, submit a letter of application the applicant (stating that he/she will withdraw from the university before enrolment). Any format is acceptable, but the letter must be printed on A4 paper.
    2. Need to submit a letter of approval issued by a superior allowing them to take the entrance examination or a written self-declaration stating that attending the entrance examination will not adversely affect their duties. Any format is acceptable, but the letter must be printed on A4 paper.
      〔Individuals who are planning to resign and enter the university may replace the letter of approval for entrance examination with a letter clearly stating to that effect, provided however, that in this case, a “letter of resignation” at admission procedures should be submitted.〕
    15. Certificate of Government-Sponsored (Japanese Government Monbukagakusho Scholarship) Foreign Student If applicable The certificate must be submitted by airmail.
    If you are enrolled in another university at the time of application, submit the certificate of the government-sponsored (Japanese Government Monbukagakusho Scholarship) foreign student issued by the university.

    *1 In case your current name is different from that on the documents you submit (e.g., because of marriage), submit with the proof (e.g., copy of your marriage license).
    If the student wishes to register under his/her maiden name, he/she can apply for the use of his/her maiden name during the enrolment procedure.

    *2 Substitution of the original English version of the Academic Credentials verification report issued by the ‘China Highereducation Information and Student Information (CHSI (Japan))’

  • 5. Application Procedure
    1. Visit the Web Entry System to apply. Once you submit your application, you will not be able to make edits. Be sure to double-check before proceeding.

      1. (a)Entrance fees are 282,000 Japanese Yen (nonrefundable).
      2. (b)Tuition: The tuition for the first semester of the academic year (April-September) is 267,900 Japanese Yen. The tuition for the second semester (October-March) is 267,900 Japanese Yen. (Yearly Amount: 535,800 Japanese Yen)

        1. (1)If fees are revised before entrance or while enrolled in this Graduate School, the revised tuition fees will be applied.
        2. (2)The Government-Sponsored (Japanese Government Monbukagakusho scholarship) foreign students, as well as students enrolling in a Secondary Major (Master’s Program) of a Dual Degree Program are exempted from paying the entrance fees.
    3. All applicants with a full-time job need a document or a letter (e.g., an order for a training course, a letter for a leave of absence, or an approval letter) from the employer to prove that they are available to complete the program.
    4. International applicants must acquire a Status of Residence suitable for entrance to a graduate school, in accordance with the Immigration Control and Refugee Recognition Act (Cabinet Order No. 319 of 1951), before beginning the enrollment procedures. Those who wish to enter this Graduate School as an international student must acquire Status of Residence as a “Student.”

  • 13. Special Provision on Educational Method Stipulated in Article 14 of the Standards for Establishment of Graduate Schools

    Education provided under special provision

    1. Along with the progress of science technology and the sophistication of society, there are increasing demands for re-education of working individuals at graduate schools. In response to these demands, Article 14 of the Standards for Establishment of Graduate Schools stipulates that graduate schools may, if necessary from an educational standpoint, provide education through appropriate means, which include conducting classes or research guidance in the evening and other certain hours and periods.

      This stipulation provides more working individuals with opportunities to receive graduate school education while in employment and to develop the knowledge and skills to assume leadership roles in educational research and practice. Under Article 14 of the Standards for Establishment of Graduate Schools, master’s and doctoral programs in the University of Tsukuba Graduate Schools, which has achieved in fostering skilled professionals and re-educating working individuals, has introduced a day/evening course system to enhance education and research activities.

    2. Methods of Taking Classes
      The methods of taking classes by a person to whom the above special provision is applied to pay due regard to the convenience, etc. of a student who has occupation and give attention to the maintenance of the standards of graduate schools by maximizing the use of the purpose of the Special Provision on Educational Method Stipulated in Article 14 of the Standards for Establishment of Graduate Schools are as listed below.

      ① Master’s Program in Education (Subprogram in International Education and Subprogram in School Education for the Next Generation)
        【Special Selection Process for Working Individuals】

      1. 1) Among the persons who have been admitted with the Special Selection Process for Working Individuals, those who wish the application of the above Special Provision should acquire 24 credits from class subjects offered in the daytime in the 1st year and 6 credits or more from class subjects offered in the nighttime in the 2nd year.
      2. 2) A person who wishes the application of the Special Provision on Educational Method should submit a course plan to the academic advisor and Chair of the degree program at the beginning of the relevant academic year (2nd year) and obtain approval.

  • 14. Register Extending System

    Eligible Applicants

    Working students or those who need to take care of family members, such as children or the elderly.

    Overview

    Register Extending System allows students to complete a master’s or a doctoral program in a period longer than usual.
    Master’s programs: The period can be extended from standard 2 years to 3 or 4 years.
    Doctoral programs: The period can be extended from standard 3 years to 4 or 5 years.

    Application Period

    Details of the register extending system will be published in website of the Graduate School of Human Sciences, University of Tsukuba (http://www.chs.tsukuba.ac.jp/) at the middle of January 2024. If you are interested in the register extending system, apply until the designated date after confirming the details published in the website.

  • 15. Details of the Eligibility for Admission (Special Selection Process of the One Year Course for Inservice Teachers)

    This program is for the purpose of responding to societal demand for the re-education of in-service teachers and acquisition of specialized certificate. In principle, the training term is 1 year.
    For the eligibility for admission, individuals who come under one of the requirements from (1) to (8) and satisfy all of the following (a) to (d)

    1. Eligibility Screening is not required for the following individuals
      1. (1)Individuals who have graduated from a university prescribed by Article 83 of the School Education Act
      2. (2)Individuals who have earned a bachelor’s degree pursuant to the provision of Paragraph 4, Article 104 of the School Education Act
      3. (3)Individuals who have completed 16 years of school curriculum overseas
      4. (4)Individuals who have completed 16 years of school curriculum overseas by taking class subjects which are conducted by a foreign school by correspondence education in Japan
      5. (5)Individuals who have completed a relevant course of study which is conducted by a foreign educational facility positioned as a facility that has curricula of a university (those completing the course are limited to those who have completed 16 years of school curriculum overseas) under said foreign country’s school education system and designated separately by the Minister of Education, Culture, Sports, Science and Technology in Japan
      6. (6)Individuals who have completed a specialized course of study (limited to 4 years or more of training term and satisfies the standard prescribed by the Minister of Education, Culture, Sports, Science and Technology) at a vocational school designated separately by the Minister of Education, Culture, Sports, Science and Technology after a date prescribed by the Minister of Education, Culture, Sports, Science and Technology pursuant to the provisions of Item 5, Paragraph 1, Article 155 of the Order for Enforcement of the School Education Act
      7. (7)Individuals designated by the Minister of Education, Culture, Sports, Science and Technology (Public Notice No. 5 of the Ministry of Education of 1953: those who graduated from a university under the former University Order or polytechnic university under acts for the establishment, orders for organization of each government organization, and relevant individual acts of independent administrative agencies)
    2. Eligibility Screening is required for the following individuals:※
      1. (8)Individuals who are deemed to have an equal or greater academic ability than a person who graduated from university and who are 22 years of age as of March 2024 as the result of the individual Eligibility Screening conducted by a graduate school of the university (Refer to Note 1 and Note 2)
      1. (a)Individuals who are working as school teachers as prescribed in Article 1 of the School Education Act since the time of the filing of the application
      2. (b) Individuals who have working experience for a total of 3 years or more* by the end of March 2024
      3. (c)Individuals who already have sufficient educational practice of preparing a master’s thesis in the course of 1 year or actual achievements for research articles, etc.
      4. (d) Individuals who substantially consulted in advance with the academic advisor of one’s choice for the research plan, etc.
        * Length of Working Experience
        Calculated as the time to the end of March 2024; provided however, that if the individual resigns before that, it shall be by the scheduled date of resignation.
        If the number of months of experience is shorter than 1 month, it shall be calculated by rounding up to 1 month.
        The period of administrative leave shall not be calculated in the length of working experience.
    ※ Eligibility Screening is a screening whether or not the individual has equal or greater academic ability than a person who graduated from university by the graduate school of the university before application. Individuals who intend to apply on eligibility of admission (8) come under this.
    Read the following Note 1 and Note 2 carefully and apply in the manner of Note 1.

    Note 1: For individuals who intend to apply on eligibility of admission (8), an eligibility screening will be made so apply to the Division of Admission, Department of Educational Promotion in advance.     Note 2: Individuals who come under eligibility for admission (8) are those who graduated from a two-year college, college of technology, specialized training college, or miscellaneous category school and those who completed a course (including those who are expected to complete a course) in a foreign university in Japan, foreigner school, and other educational facilities and deemed to have an equal or greater academic ability than a person who graduated from university in the graduate school of the university as the result of the individual screening of individual abilities
