Security Export Control

The University of Tsukuba has established the University of Tsukuba Rules on Security Export Control in accordance with the Foreign Exchange and Foreign Trade Act (FEFTA), and conducts strict examinations for acceptance of international students etc. International applicants who fall under any of the conditions set out in said regulations may be unable to enter their desired program.

[IMPORTANT] Procedures for “Deemed Export” for Security Export Control

In order to strengthen the prevention of leakage of sensitive technology related to security, “deemed export control” was clarified and related laws and regulations were revised (effective May 1, 2022).
As a result, our university has decided to require all applicants to our graduate school to confirm the applicability of Specific Categories.

    1) No Eligibility Screening is required for the following individuals:

    • Individuals who have earned or are expected to earn a master’s degree by September 2024.
    • Individuals who have earned or are expected to earn a specialized degree by September 2024.
    • Individuals who have earned or are expected to earn a master’s degree in a foreign country by September 2024.

    2) Eligibility Screening is required for the following individuals:

    • Individuals who will be 24 years of age or older as of September 2024 and possess a qualification that is recognized as equivalent to a master’s degree or a specialized degree in our eligibility screening.

    3) Others:

    Individuals will be deemed eligible if they meet one requirement indicated from 1) to 3) above and have also worked or will have worked full-time or part-time at a company, a government office or an education-related organization for at least one year by September 2024.     Individuals will be deemed eligible if they meet one requirement indicated from 1) to 3) above and live overseas when they take the examination. (Including Japanese nationality holder)

    Obtaining consent from Faculty members before submitting your application

    You must contact your desired faculty advisor and obtain his/her consent to your application prior to submitting your application for the examination.

    Security Export Control

    Having established the University of Tsukuba Rules on Security Export Control in accordance with the Foreign Exchange and Foreign Trade Act, the University of Tsukuba conducts strict examinations for the acceptance of international students, etc.

  • 5. Examination Fees

    The University of Tsukuba has introduced special measures to provide exemption from examination fees for victims of disasters in Japan. For details, please visit this website.
    These measures apply only to victims of disasters in Japan.

    30,000 Japanese yen (nonrefundable)

    * Examination fee exemption is provided for the following individuals:

    • Government-sponsored (Japanese Government Monbukagakusho scholarship) foreign students.
    • Those who have completed the University of Tsukuba Master’s Program and will continue on to the University Doctoral Program within one year of the completion date.

    Credit Card Payment (for all applicants):

    We accept Visa, MasterCard, JCB, and American Express.
    You can make payment using your credit card in the final stage of the Web Entry System or on this website.

    After you have made the payment, you will be provided with a receipt number. Enter this number in the applicable box on the Web Entry System.
    Print out the “Application Completed” page after you have made the payment and then send it to us together with the other necessary documents by registered mail or in person.
    For details, see the payment instructions.
    The administration fees must be paid by the applicant.

    Convenience Store Payment (for domestic applicants only):

    You can make payment at LAWSON, Seven-Eleven, FamilyMart, or MINISTOP.
    To pay your fees at a convenience store, follow the instructions given in the final stage of the Web Entry System or on
    this website (available in Japanese only).

    The results from an applicant’s entrance examination as well as the personal information obtained by the University of Tsukuba from the applicant’s documents and entrance examination will be used for matters concerning admission and screening. In addition, this information will be used as part of the criteria for screening students for scholarships, which are offered to individuals who have completed the enrollment procedure.

      Successful applicants need to notify us (Academic Service Office for the Pure and Applied Sciences Area) of their new address at least a few days in advance if they are moving home permanently before the above date or travelling when the documents are expected to be delivered.

  • 16. Special Provision on Educational Methods Stipulated in Article 14 of the Standards for the Establishment of Graduate Schools

    This section applies to applicants for the Special Selection Process for Working Individuals.

    Education provided under the special provision

    1. As science and technology progress and society becomes increasingly sophisticated, there are increasing demands for working individuals to resume their studies at graduate schools. In response to these demands, Article 14 of the Standards for the Establishment of Graduate Schools stipulates that graduate schools may, if necessary from an educational standpoint, provide education through appropriate means, which include conducting classes or research guidance in the evening and other certain hours and periods.
      This stipulation provides a greater number of working individuals with opportunities to receive a graduate school education while in employment and to develop the knowledge and skills required to assume leadership roles in educational research and practices. In accordance with Article 14 of the Standards for the Establishment of Graduate Schools, the master’s and doctoral programs offered by the University of Tsukuba Graduate Schools, which have made significant achievements in fostering skilled professionals and helping working individuals to further their education, have introduced a system for offering day and evening courses to enhance their education and research activities.
    2. Requirements for completing master’s and doctoral programs
      To qualify for the special provision, follow the instructions provided below.

      1. 1.Earn the required number of credits to complete the program within the stipulated period of study (3 years).
      2. 2.After enrollment, make a study plan (including time allocated for taking courses and writing your thesis) at the beginning of every school year according to your work schedule. Be sure to consult with your supervisor and the chair of your program (or subprogram) before registering for a course.
  • 17. Pure and Applied Sciences Early Completion Program for Working Individuals (*Through Special Selection Process for Working Individuals)

    The Doctoral Program for Degree Programs in Pure and Applied Sciences adopted the Pure and Applied Sciences Early Completion Program for Working Individuals in FY 2007 to support working individuals who wish to complete a doctoral program in a shorter period of time. The Early Completion Program is available to working individuals with a certain degree of research achievements and competency, providing them with an opportunity to complete a three-year doctoral program in a minimum of one year. We cannot guarantee successful completion of a doctoral program within this timeframe, but the Early Completion Program is intended to support individuals aiming to complete their chosen program within one year.

    1. Eligibility
      Working Individuals who have a record of research achievements related to a research field covered in the Doctoral Program for Pure and Applied Sciences and wish to earn a doctoral degree in a shorter period of time.
    2. How to apply for the Early Completion Program

  • 18. Dual Degree Program for Degree Programs in Pure and Applied Sciences

    Our dual degree program is structured so that researchers or students enrolled in doctoral programs who aim to acquire the skills and academic knowledge required to secure highly professional jobs can pursue graduate work in two fields. This program is intended to develop highly talented individuals who have considerable expertise, demonstrate great erudition, and exhibit a high degree of adaptability.

    That is, students enrolled in a doctoral program will also belong to a master’s program or a professional degree program (except for Degree Programs in Business Sciences, University of Tsukuba Law School) and be expected to fulfill the requirements for two degrees.

    The following fields are available for the dual degree program (please refer to the applicable program websites for details).

    Completing two degrees at the same time is not easy. You will need to ask your prospective supervisor (listed in the application guidelines) for advice and consider the matter carefully before applying. If you decide to apply, obtain an application document, have your prospective supervisor sign it, and then submit it to the Academic Service Office for the Pure and Applied Sciences Area by the deadline (same as the deadline for Eligibility Screening Application).

    If you pass the assessment, you will be given written permission to take the dual degree program. Submit a copy of this written permission and your application documents to Graduate Admissions, Division of Admission, Department of Educational Promotion.

    (If you apply for both a doctoral program and a master’s program, attach a copy of the written permission to each of the application documents.) Submitting a copy of this written permission will entitle you to exemption from the examination fees for the master’s program.

    To apply for the dual degree program, you will need to pass the examination and complete the enrollment procedure. If you apply for both a master’s program and a doctoral program at the same time but you fail the examination for the doctoral program, you will be considered to have failed the examination for the master’s program, as well.

    If you pass the examination, you will be exempt from paying the enrollment fee and tuition fee (during the duration of the dual degree program) for the first semester.

  • 19. Double Degree Program for Degree Programs in Pure and Applied Sciences and Université Grenoble Alpes (France)

    The Doctoral Program (three-year/second semester) for Degree Programs in Pure and Applied Sciences offers a double degree program with the Université Grenoble Alpes. In this program, students enroll and study at the University of Tsukuba and at the Université Grenoble Alpes as regular students, but they are awarded a degree from both universities upon completion of the program. (Students are required to take an admission examination for the Université Grenoble Alpes after passing the examination for our doctoral program.)

    This program is designed to create global human resources who have a high level of expertise and meet the standards of both universities. The program is backed by all teachers involved in joint research responsibly.

  • 20. Cooperative Graduate School System

    The Cooperative Graduate School System is a graduate education system that allows students to access facilities and resources in cutting-edge research institutes to conduct their research by employing researchers from these institutes as professors and associate professors at the University of Tsukuba. The university will retain this system in its new graduate schools and programs (degree program system) following their reorganization in academic year 2020.
    For developed countries, the training of researchers who will serve as the main providers of knowledge creation is regarded as a high-priority issue. Due to the rapid progress and further sophistication of science and technology, research fields have become more departmentalized and specialized. At the same time, there has been an emergence of new interdisciplinary fields that go beyond the boundaries of traditional academic systems, prompting the need for interdisciplinary research.
    In particular, interdisciplinary research that requires a wide range of knowledge, from the basics to the application areas, has attached greater importance to cooperation between researchers from different fields. In addition, there has been increased demand for new interdisciplinary and integrated methods of fostering researchers.
    The Cooperative Graduate School System was established in response to these academic and social needs. We have cooperated with a large number of research institutes run by the government, incorporated administrative agencies (including national research and development agencies), and private companies located in and outside of Tsukuba Science City. We employ researchers from these institutes as professors (Cooperative Graduate School) and associate professors (Cooperative Graduate School) and have them supervise the research conducted by our students at research institutes equipped with the latest research facilities and features. Our aim is to diversify and expand the educational and research domain to further enhance graduate school education and develop new research areas by promoting exchanges with these research institutes.

    The Cooperative Graduate School System can be classified into the following two types.

    1st Cooperative Graduate School System

    Researchers at external research institutes join the degree programs as teaching staff and provide research guidance for the university’s graduate students by utilizing the cutting-edge facilities of the these institutes. Under the 1st Cooperative Graduate School System, one of the university’s full-time faculty members is appointed as a co-supervisor to provide each student with support in both their academic and student lives. In addition to the research supervision provided at the research institutes, students should take the coursework offered at the university.

    2nd Cooperative Graduate School System

    Launched in 2004, the 2nd Cooperative Graduate School System allows researchers from an external research institute to organize the entire curriculum. The university employs these researchers as teaching staff and incorporates the relevant subprogram within the university’s degree program. Full-time university faculty members cooperate with the researchers in the provision of academic and student life support. Students registered in the subprograms benefit from the cutting-edge research guidance provided by the researchers at research institutes equipped with the latest facilities and features while taking the necessary coursework offered at the university.

  • 21. System for Extending the Period of Registration

    Eligible Applicants

    A student who meets any of the following criteria and wishes to complete a degree program in a planned manner over a period longer than the standard three years due to the associated difficulties.

    (1) The student is employed
    (2) The student needs to take care of a family member, such as a child or an elderly person
    (3) The student has a disability
    (4) The student is considered to have another justifiable reason to apply for an extension

    Aim of the System for Extending the Period of Registration

    With the aim of increasing the opportunities for a diverse range of students to learn, the system allows students to complete a degree program in a planned manner if they apply to complete the program over an extended period of time (four or five years) rather than the standard three years and pass an individual review.

    Payment of Tuition Fees

    The annual tuition fees for individuals who have had their application to extend their period of registration approved shall be equal to the amount obtained by multiplying the annual tuition fees that would be paid over the standard period of registration by the number of years in the standard period of registration for the relevant program and dividing that amount by the number of years in the extended period of registration. This calculation will apply only during the period approved for such registration.

Individuals will be deemed eligible to apply for the “Special Selection Process for Working Individuals” if they have or will have worked full-time or part-time at a company, a government office or an education-related organization for at least one year until the previous month before enrolment. (Housework experience is also accepted.)

Assessment of Eligibility to Apply

Individuals who are expected to undergo our eligibility screening should contact the Academic Service Office for the Pure and Applied Sciences Area in advance.
Email us to obtain the necessary documents and then email them back to us with the certificates necessary for the assessment by the deadline stated below. If you are deemed eligible for admission, you will be given a passcode to use the Web Entry System.

Account Registration

First, you will need to register your account by entering your email address and a password of your choice to log in. Once you have created an account, you can save the data that you entered and log back in later to continue.

Activation

Once you have registered your account, an activation URL will be sent to your registered email address. Click the URL to activate your account.

Logging In

The first time you log in after activating your account, you will be logged in automatically. Just click the “Login” button to begin. After that, you will need to enter your email address and password to log in when you visit our Login page.

My Page

On My Page, you need to click the “Application Form” button for the appropriate program to move on to the Application Form.
On this page, you can edit your login information or reset your password.

Application Form

There are four sections in the Application Form:

  1. Degree Program / Applicant’s Information
  2. Supervisor
  3. Eligibility
  4. Educational Background

Be sure to fill in all of the columns marked with an asterisk (*). If you fail to do so, an error message will appear and you will be unable to proceed to the next section. Each section is saved when you click the “Proceed” button on the relevant confirmation page. After a section has been saved, you can continue from where you left off when you log in again. In Section 1, upload an ID photograph in JPEG format. Use half-width characters and numbers to input all of the information.

In Section 4, upload your “(Expected) Graduation Certificate,” “(Expected) Degree Certificate,” and “Academic Transcript” in JPEG format if you graduated from a foreign university. We will use these documents to assess your eligibility to apply because the education system used in a foreign country will be different from that used in Japan. Use half-width characters and numbers to input all of the information.

You must submit all of the original documents of the above-mentioned certificates by registered mail or in person no later than the deadline.
If you fail to submit the original documents by the deadline or the documents are insufficient (including cases where a certificate is not the original), your application will not be accepted and you will be unable to take the examination. We will not return the original documents. Please add a note indicating your desire to return documents like a diploma or any other document that only has one copy issued, if you want it to return.

Payment

You must pay the examination fees before submitting your application. The university accepts the following types of payment.

  1. Online credit card payments for both domestic and overseas applicants
  2. Convenience store payments for domestic applicants only

Credit Card Payment: Follow the instructions given in the final stage of the Web Entry System and pay your fees by credit card. After you have made the payment, you will be provided with a receipt number. Enter this number in the “Receipt Number” box and then click the “Submit” button to proceed.
Convenience Store Payment: Follow the instructions given in the final stage of the Web Entry System and pay your fees at a convenience store in Japan. If you apply for “Convenience Store Payment” online, you will receive an “Examination Fee Statement” with an 11-digit or 13-digit code. After you have made the payment, enter the code and payment date in the applicable boxes on the Web Entry System and then click the “Submit” button to proceed.

(*The examination fees are exempted for those who are the Government-Sponsored (Japanese Government Monbukagakusho scholarship) foreign students and have completed the University of Tsukuba Master’s Program and will continue on to the University Doctoral Program within one year of the completion date.)

Submission

After your payment has been confirmed, you can submit your application by clicking the “Submit to Apply ” button. When you click the button, the information that you have entered will be sent to the university as application documents and you will not be able to go back and make any edits. Be sure to double-check your application before proceeding.
After you submit your application, a confirmation email will be sent to your registered email address. Be sure to check it.
(*Check and adjust the spam filter settings for your email account beforehand to ensure that you can receive emails from the “webentry.ap-graduate.tsukuba.ac.jp” domain.)

Creation and Printing of PDFs

After you submit your application, follow the instructions given in the final stage of the Web Entry System and be sure to download and print out all of the following as PDF files: “Reference Card,” “Address Sheet,” “Form for Submission of the Certificate of Payment of Application Fee” (applicable only to those who have made a convenience store payment), ”List of Documents to Be Submitted,” and ”Form for Submission of English Score” (if applicable). You can download these documents from the Web Entry System only while the system is open. Please be sure to print out all of the documents.
