The following are combined application guidelines for all the programs above.

Security Export Control

The University of Tsukuba has established the University of Tsukuba Rules on Security Export Control in accordance with the Foreign Exchange and Foreign Trade Act (FEFTA), and conducts strict examinations for acceptance of international students etc. International applicants who fall under any of the conditions set out in said regulations may be unable to enter their desired program.

[IMPORTANT] Procedures for “Deemed Export” for Security Export Control

In order to strengthen the prevention of leakage of sensitive technology related to security, “deemed export control” was clarified and related laws and regulations were revised (effective May 1, 2022).
As a result, our university has decided to require all applicants to our graduate school to confirm the applicability of Specific Categories.

    2. The Subprogram in General Psychology and Subprogram in Clinical Psychology are in the Master’s Program in Psychology. The Subprogram in Clinical Psychology is an authorized Class 1 Designated Graduate School by the Foundation of the Japanese Certification Board for Clinical Psychologists. Furthermore, the Subprogram in Clinical Psychology has prepared a curriculum system for eligibility for admission to an examination for accredited psychologists since AY 2018.

    Disability Sciences 25 students The number includes students who apply for the Special Selection Process for Working Individuals and Special Selection Process of the One Year Course for Inservice Teachers.
    1. Students enroll in April.
    2. The School Education Area, Japanese Language Education Area, Social Science Education Area, Mathematics Education Area, and Science Education Area are in the Subprogram in School Education for the Next Generation. Furthermore, the 4 fields of the School Leadership Development Field, English Language Education Field, Arts Education Field, and Health and Physical Education Field are in the School Education Area.
    3. Inservice Teachers who wish to apply for the Subprogram in School Education for the Next Generation may take the examination for the one year course if the eligibility of admission is met in addition to the two year course. However, for the Health and Physical Education Field, School Education Area, there is no student recruitment for the Special Selection Process of the One Year Course for Inservice Teachers.

Master’s program in Education (Subprogram in School Education for the Next Generation) will only admit the students in Japanese Language Education Area, Social Studies Education Area, Mathematics Education Area, and Science Education Area. The program will not admit the students in School Education Area (School Leadership and Professional Development Field, English Language Education Field, Arts Education Field and Health and Physical Education Field.)
    3. The Subprogram in General Psychology and Subprogram in Clinical Psychology are in the Master’s Program in Psychology. The Subprogram in Clinical Psychology is an authorized Class 1 Designated Graduate School by the Foundation of the Japanese Certification Board for Clinical Psychologists. Furthermore, the Subprogram in Clinical Psychology has prepared a curriculum system for eligibility for admission to an examination for accredited psychologists since AY 2018.

  • 2. Eligibility for Admission

    Eligibility Screening

    (A) No Eligibility Screening is required for the following individuals:

    • Individuals who have graduated from, or who are expecting to graduate from, a Japanese four-year university
    • Individuals who have graduated from a university outside Japan that implements 16 or more years of a school curriculum up to university graduation, and earned a bachelor’s degree, or individuals who are expecting to graduate from such a university and earn a bachelor’s degree

    (B) Eligibility Screening is required for the following individuals:

    • Individuals who have graduated from a junior college or an upper secondary school as latest academic background
    • Individuals who have graduated from a vocational school or a similar school as latest academic background
    • Individuals who have graduated from a university of a foreign country that implements less than 16 years of a school curriculum
    • Others

    In addition to the eligibility above, applicants for each selection process will be deemed eligible if they meet one of the following requirements:

    Applicants in the Special Selection Process for Working Individuals of the Master’s Program in Education (Subprogram in International Education and Subprogram in School Education for the Next Generation) and the Master’s Program in Disability Sciences

    If applying for the Special Selection Process for Working Individuals, it is necessary that the applicant comes under one of the following requirements (provided however, that except those who are expected) and has or is expected to have social experience (including work in business, civil service, educational institution, etc. and experience in engaging in household labor, etc.) for 2 years or more irrespective of being full-time and part-time until March 2025.

    • Individuals who have graduated from a four-year university
    • Individuals who have earned a bachelor’s degree
    • Individuals who have completed 16 years of a school curriculum overseas
    • Individuals who are designated by the Minister of Education, Culture, Sports, Science and Technology
    • Individuals who are 22 years of age or who shall be 22 years of age until March 2025, and whose qualification is recognized as equivalent to a bachelor’s degree as the result of the Eligibility Screening conducted in a graduate school of our university

    Applicants in the Special Selection Process of the One Year Course for Inservice Teachers of the Master’s Program in Education (Subprogram in School Education for the Next Generation) and the Master’s Program in Disability Sciences

    This program is for the purpose of responding to societal demand for the re-education of in-service teachers and acquisition of specialized certificate. In principle, the training term is 1 year.
    For the eligibility for admission, the applicant who comes under one of the above requirements and satisfies all of the following (a) to (d)

    • (a) Individuals who are working as a teacher of a school prescribed in Article 1 of the School Education Act since the time of the filing of the application.
    • (b) Individuals who have or expected to have working experience as a teacher ※ for a total of 3 years or more by the end of March 2025
    • (c) Individuals who already have sufficient educational practice of preparing a master’s thesis in the course of 1 year or actual achievements for research articles, etc.
    • (d) Individuals who substantially consulted in advance with the academic advisor of one’s choice for the research plan, etc.
    ※ Length of Working Experience
    • You can apply regardless of your employment status (full-time or part-time).
    • Calculated as the time to the end of March 2025; provided however, that if the individual resigns before that, it shall be by the scheduled date of resignation.
    • If the number of months of experience is shorter than 1 month, it shall be calculated by rounding up to 1 month.
    • The period of administrative leave shall not be calculated in the length of working experience.

    If you have yet to receive your score at the time of application, fill in “Taken on (Year/Month): 2024 9; Your score: 0” on the Web Entry system.

    If you have been exempted, you should select “Exemption”.
    Exemption requirements are;

    (A) Applicants who have received or will receive a degree from a university accredited by the U.S. Department of Education
    or
    (B) Applicants who have received or will receive a degree from a university where English is the language of instruction
    If you fulfill this requirement, you must submit an official document from your university that certifies that English is the language of instruction at your institution.

    *The following test scores are not accepted.

    Follow the instructions given on the last page of the Web Entry system and pay your fees.
    The following payment methods are available.
    Credit Card (for all applicants):
    Pay your fees online. After the payment, enter the receipt number into the box on the Web Entry system.
    Convenience Store (for domestic applicants only):
    Pay your fees at a convenience store in Japan. After the payment, enter the name of the convenience store, the date of payment, and the number given by the store into the box on the Web Entry system.

    Documents Needed for Application

    (The original documents must be submitted by registered mail or in person. These documents need to be received no later than the deadlines.)
    If any false or forged statements are found in the application documents, or if there is any obvious examination misconduct, the acceptance or admission may be revoked.

    2. Degree Certificate* Those who graduated from a university or another educational institution outside Japan If you graduated from a university or another educational institution outside Japan, submit a degree certificate for your bachelor’s degree. All documents must be in English or in Japanese.

    Note: Even if you have already earned a master’s or doctoral degree, you need to submit a degree certificate issued by a university from which you have earned a bachelor’s degree.

    Upload the JPEG file of your degree certificate to the Web Entry system.

    • If the certificate (original) is issued online, a ‘copy of the page and the URL’ of the official website of the issuing institution (university) must be
      attached to the certificate to confirm that the certificate is an ‘online certificate = original’.
    • For graduates of Chinese universities, see ‘*2 and *3 below’.
    3. Academic Transcript* All applicants Submit an academic transcript (the official transcript of your programs history) issued by a university or another educational institution that meets the application requirements for the Master’s Programs of this Graduate School. If any credits were transferred from another school, submit an academic transcript from that school.
    If you have completed or will complete a graduate school, submit an academic transcript (the official transcript of programs record) issued by the graduate school, too. (All documents must be in English or in Japanese.)

    6.Certificate of Employment Applicants in the Special Selection Process of the One Year Course for Inservice Teachers Certificate of Employment that satisfies the eligibility for admission (Certifies a total of 3 years or more of experience working) Submit a Certificate of Employment (any format, A4 sized paper) from your immediate manager (official who head the board of education, etc.). When the working experience includes a part-time position, also submit the Certificate of Employment for the period. (Specify the job appointment period for the full-time position and number of working hours for the part-time position.)

    Among the foreign applicants, those who complete university education in a country where the course of school education up to the completion of university education is less than 16 years, who engage in research for a considerable period of time (approximately one year or more) as a non-degree research student, researcher, etc. in a university, inter-university research institute, or research institute equivalent thereto in Japan or overseas following the completion of university education, and who has attained 22 years of age or expected to become should receive certification from the head of the institute, etc. on the designated form; provided however, that international students who become non-degree research students of graduate schools of this university may substitute the Certificate of Enrollment provided by this university (for scholarship application) for the Certificate of Research History.
    Apply by the automated certificate issuing machine on-campus and submit.

    12. Copy of “Application Completed” Page of Examination Fee Payment by Credit Card Applicants who made a credit card payment

    Failure to submit the original document, regardless of the reason, will result in the student being marked absent from the foreign language examination and will not be considered for selection. Please note that the original copy submitted will not be returned.

    * For applicants who took TOEIC after April of 2023, print out of the Digital Official Score Certificate is also accepted.

    *If there isn’t sufficient time to send in the official Score Report of TOEFL iBT, TOEFL iBT Home Edition, you may carry out the procedure for the official score reports to be sent directly from ETS to University of Tsukuba(DI code : 9995, Department code : 99). The Official score report of TOEFL iBT must be received by the university no later than 3 days before the examination date. Also send the printed out version of the test score.

    Official scores of TOEIC SW Test and TOEIC Bridge Test, TOEIC Institutional Program (IP) Score Report, TOEFL Institutional Test Program (ITP) Score Report, IELTS General Training Test Report Form are not accepted. Submitted certificates must be original.

    However, applicants who meet either of the following requirements will be exempt from the English examination and receive a full in English.

    (A) Applicants who have received or will receive a degree from a university accredited by the U.S. Department of Education
    or
    (B) Applicants who have received or will receive a degree from a university where English is the language of instruction

    If you fulfil this requirement, you must submit an official document from your university that certifies that English is the language of instruction at your institution.

    14.Japanese Language Proficiency Test (original) October/ January to February Selection Process (General Selection Process) Disability Sciences
    Foreign applicants (excluding “Permanent Resident/Special Permanent Resident” status of residence)
    Foreign applicants (excluding “Permanent Resident/Special Permanent Resident” status of residence)
    are required to have one of the following Japanese language examinations reached the level mentioned below at the time of application. Please note that the score of the Japanese Language Proficiency Test is a requirement for application and therefore, will not be counted towards the entrance examination score. Please submit the certification (must be an original). The original certification will be given back to you after the examination.

    -Japanese Language Proficiency Test (JLPT) (Japan Educational Exchanges and Services) N2 or above
    -J.TEST Test of Practical Japanese (JS Siam International Co., Ltd.) Level C or above
    -Japan Proficiency Test (JPT) (The JPT Japan Executive Committee) score of 525 or above

    If you have special circumstances that make it difficult to take the above Japanese language examinations, please consult with the Master’s Program in Disability Sciences before the application deadline.

    15. Receipt Portion (Certificate of Payment) of Examination Fee Statement Applicants who made a convenience store payment

    After the payment, detach the Receipt Portion (Certificate of Payment) from the Examination Fee Statement given at the convenience store and submit it to us by airmail.
    The Receipt Portion needs to be attached to the form that can be created online and printed out after you complete the Web Entry procedure.
    16. Letter of Approval for Entrance Exam (Form of Your Selection) If applicable

    1. Individuals who are currently attending a university or graduate school
      *Except for April entry applicants who are expected to graduate by March 2025 and October entry applicants who
      are expected to graduate by September 2025
    2. Individuals who are currently working for a government agency, school, or company (except for part-time workers)
    1. Need to submit a letter of approval issued by the head of their university or graduate school (or the head of their department) allowing them to take the entrance examination or, submit a letter of application the applicant (stating that he/she will withdraw from the university before enrolment). Any format is acceptable, but the letter must be printed on A4 paper.
    2. Need to submit a letter of approval issued by a superior allowing them to take the entrance examination or a written self-declaration stating that attending the entrance examination will not adversely affect their duties. Any format is acceptable, but the letter must be printed on A4 paper.
      〔Individuals who are planning to resign and enter the university may replace the letter of approval for entrance examination with a letter clearly stating to that effect, provided however, that in this case, a “letter of resignation” at admission procedures should be submitted.〕
    17. Certificate of Government-Sponsored (Japanese Government Monbukagakusho Scholarship) Foreign Student If applicable The certificate must be submitted by airmail.
    If you are enrolled in another university at the time of application, submit the certificate of the government-sponsored (Japanese Government Monbukagakusho Scholarship) foreign student issued by the university.

    *1 In case your current name is different from that on the documents you submit (e.g., because of marriage), submit with the proof (e.g., copy of your marriage license).
    If the student wishes to register under his/her maiden name, he/she can apply for the use of his/her maiden name during the enrolment procedure.

    *2 Substitution of the original English version of the Academic Credentials verification report issued by the ‘China Higher education Information and Student Information (CHSI (Japan))’
    is acceptable.

    *3 For those who have completed the 「自学考試(本科)」and obtained a degree, the original transcript and degree certificate issued by the institution conducting the 「自学考試」must be
    submitted. Applications from applicants who have not yet completed the 「自学考試」are not accepted.

    Results from the entrance examination, as well as personal information obtained by the University of Tsukuba from the application documents, will be used not only for affairs concerning admission and screening, but also research and study aimed at improvement of the admission procedure and the university education. We will carefully take care of the data not to be disclosed as a specific person.

  • 4. Examination Fees

    30,000 Japanese Yen (nonrefundable)

    * Examination fees are exempted for the Government-Sponsored (Japanese Government Monbukagakusho scholarship) foreign students.

    * University of Tsukuba have the special measures of examination fee exemption for the victims of disasters in Japan. For more details, please confirm this website.
    This applies only to the victims of disasters in Japan.

    • January to February Selection Process: December 2, 2024 – December 12, 2024

    Credit Card Payment (for all applicants):

    Visa, MasterCard, JCB, and American Express are accepted.
    You can make a payment by using your credit card at the last stage of the Web Entry system or at this website.

    After the payment, you will be provided with a receipt number; enter the number into the box on the Web Entry system.
    Print out the application completed page after the payment and submit it together with other required documents to us by mail.

    Administration fees need to be covered by the applicant.

    1. Visit the Web Entry System to apply. Once you submit your application, you will not be able to make edits. Be sure to double-check before proceeding.

  • 13. Special Provision on Educational Method Stipulated in Article 14 of the Standards for Establishment of Graduate Schools

    Education provided under special provision

    1. Along with the progress of science technology and the sophistication of society, there are increasing demands for re-education of working individuals at graduate schools. In response to these demands, Article 14 of the Standards for Establishment of Graduate Schools stipulates that graduate schools may, if necessary from an educational standpoint, provide education through appropriate means, which include conducting classes or research guidance in the evening and other certain hours and periods.

      This stipulation provides more working individuals with opportunities to receive graduate school education while in employment and to develop the knowledge and skills to assume leadership roles in educational research and practice. Under Article 14 of the Standards for Establishment of Graduate Schools, master’s and doctoral programs in the University of Tsukuba Graduate Schools, which has achieved in fostering skilled professionals and re-educating working individuals, has introduced a day/evening course system to enhance education and research activities.

    2. Methods of Taking Classes
      The methods of taking classes by a person to whom the above special provision is applied to pay due regard to the convenience, etc. of a student who has occupation and give attention to the maintenance of the standards of graduate schools by maximizing the use of the purpose of the Special Provision on Educational Method Stipulated in Article 14 of the Standards for Establishment of Graduate Schools are as listed below.

    Register Extending System allows students to complete a master’s or a doctoral program in a period longer than usual.
    Master’s programs: The period can be extended from standard 2 years to 3 or 4 years.
    Doctoral programs: The period can be extended from standard 3 years to 4 or 5 years.

    Application Period

    Details of the register extending system will be published in website of the Graduate School of Human Sciences, University of Tsukuba (http://www.chs.tsukuba.ac.jp/) at the middle of January 2025. If you are interested in the register extending system, apply until the designated date after confirming the details published in the website.

  • 15. Details of the Eligibility for Admission (Special Selection Process of the One Year Course for Inservice Teachers)

    This program is for the purpose of responding to societal demand for the re-education of in-service teachers and acquisition of specialized certificate. In principle, the training term is 1 year.
    For the eligibility for admission, individuals who come under one of the requirements from (1) to (8) and satisfy all of the following (a) to (d)

    1. Eligibility Screening is not required for the following individuals
      1. (1)Individuals who have graduated from a university prescribed by Article 83 of the School Education Act
      2. (2)Individuals who have earned a bachelor’s degree pursuant to the provision of Paragraph 4, Article 104 of the School Education Act
      3. (3)Individuals who have completed 16 years of school curriculum overseas
      4. (4)Individuals who have completed 16 years of school curriculum overseas by taking class subjects which are conducted by a foreign school by correspondence education in Japan
      5. (5)Individuals who have completed a relevant course of study which is conducted by a foreign educational facility positioned as a facility that has curricula of a university (those completing the course are limited to those who have completed 16 years of school curriculum overseas) under said foreign country’s school education system and designated separately by the Minister of Education, Culture, Sports, Science and Technology in Japan
      6. (6)Individuals who have completed a specialized course of study (limited to 4 years or more of training term and satisfies the standard prescribed by the Minister of Education, Culture, Sports, Science and Technology) at a vocational school designated separately by the Minister of Education, Culture, Sports, Science and Technology after a date prescribed by the Minister of Education, Culture, Sports, Science and Technology pursuant to the provisions of Item 5, Paragraph 1, Article 155 of the Order for Enforcement of the School Education Act
      7. (7)Individuals designated by the Minister of Education, Culture, Sports, Science and Technology (Public Notice No. 5 of the Ministry of Education of 1953: those who graduated from a university under the former University Order or polytechnic university under acts for the establishment, orders for organization of each government organization, and relevant individual acts of independent administrative agencies)
    2. Eligibility Screening is required for the following individuals:※
      1. (8)Individuals who are deemed to have an equal or greater academic ability than a person who graduated from university and who are 22 years of age as of March 2025 as the result of the individual Eligibility Screening conducted by a graduate school of the university (Refer to Note 1 and Note 2)
      1. (a)Individuals who are working as school teachers as prescribed in Article 1 of the School Education Act since the time of the filing of the application
      2. (b) Individuals who have working experience for a total of 3 years or more* by the end of March 2025
      3. (c)Individuals who already have sufficient educational practice of preparing a master’s thesis in the course of 1 year or actual achievements for research articles, etc.
      4. (d) Individuals who substantially consulted in advance with the academic advisor of one’s choice for the research plan, etc.
        * Length of Working Experience
        Calculated as the time to the end of March 2025; provided however, that if the individual resigns before that, it shall be by the scheduled date of resignation.
        If the number of months of experience is shorter than 1 month, it shall be calculated by rounding up to 1 month.
        The period of administrative leave shall not be calculated in the length of working experience.
    ※ Eligibility Screening is a screening whether or not the individual has equal or greater academic ability than a person who graduated from university by the graduate school of the university before application. Individuals who intend to apply on eligibility of admission (8) come under this.
    Read the following Note 1 and Note 2 carefully and apply in the manner of Note 1.

    Note 1: For individuals who intend to apply on eligibility of admission (8), an eligibility screening will be made so apply to the Division of Admission, Department of Educational Promotion in advance. After acquiring and filling in the following designated forms and documents, submit them to the Division of Admission, Department of Educational Promotion.

    Furthermore, the receipt of the application documents will be kept on hold until the completion of the eligibility screening.

Out of the individuals who intend to apply in eligibility for admission ⑧, in principle, foreign applicants who completed university education in a country where the school curriculum up to the completion of university education is less than 16 years and who come under the following (a) and who are deemed to have an equal or greater academic ability than a person who graduated from university in (1) in the graduate school of the university
      1. (a) Individuals who engaged in research for a considerable period of time (approximately 1 year or more) as a non-degree research student, researcher, etc. in a university, inter-university research institute, or research institute equivalent thereto in Japan or overseas following the completion of university education and who are expected to engage in research until March 2025
      2. a. Ordinary application documents (Provided however, that the examination fee should not be paid pending the outcome of the eligibility screening.)

    Note 2: Individuals who come under eligibility for admission (8) are those who graduated from a two-year college, college of technology, specialized training college, or miscellaneous category school and those who completed a course (including those who are expected to complete a course) in a foreign university in Japan, foreigner school, and other educational facilities and deemed to have an equal or greater academic ability than a person who graduated from university in the graduate school of the university as the result of the individual screening of individual abilities

Assessment of Eligibility for Application

Application Form

There are four sections in the Application Form:

  1. Applicant’s Information / Program of Your Choice
  2. Supervisor of Your Choice
  3. Eligibility
  4. Educational Background

Each section will be saved when you click the “Proceed” button on each confirmation page. After saving, you can continue from where you left off when you login again. Use one-byte alphabets and numbers to input all the information.

Payment

You must pay the examination fee before submitting your application. The university accepts:

  1. Online credit card payments for both domestic and overseas applicants
  2. Convenience store payments for domestic applicants only

Credit Card Payment: Follow the instructions given at the last stage of the Web Entry system and pay your fees by credit card. After the payment, you will be notified of a receipt number. Enter the number into the “Receipt Number” box and click the “Submit” button to proceed.
Convenience Store Payment: Follow the instructions given at the last stage of the Web Entry system and pay your fees at a convenience store in Japan. When you apply for ‘Convenience Store Payment’ online, you will receive the Examination Fee Statement with an 11-digit or a 13-digit code. After the payment, enter the code and payment date into the boxes on the Web Entry system and click the “Submit” button to proceed.

Submission

After the payment is confirmed, you can submit your application by clicking the “Submit to Apply” button. Once you click on the button, the information you have entered will be sent to the university, and you will not be able to go back to make edits. Be sure to double-check before proceeding.
After you submit your application, a confirmation e-mail will be sent to the registered e-mail address. Be sure to check it.
(*Check and adjust the spam filter settings in your e-mail account beforehand so that you can receive an e-mail from the “webentry.ap-graduate.tsukuba.ac.jp” domain.)

Create PDF

After you submit your application, follow the instructions given at the last stage of the Web Entry and be sure to download the PDF documents. You can download them from the Web Entry system only while the system is open.
