Security Export Control

The University of Tsukuba has established the University of Tsukuba Rules on Security Export Control in accordance with the Foreign Exchange and Foreign Trade Act (FEFTA), and conducts strict examinations for acceptance of international students etc. International applicants who fall under any of the conditions set out in said regulations may be unable to enter their desired program.

[IMPORTANT] Procedures for “Deemed Export” for Security Export Control

In order to strengthen the prevention of leakage of sensitive technology related to security, “deemed export control” was clarified and related laws and regulations were revised (effective May 1, 2022).
As a result, our university has decided to require all applicants to our graduate school to confirm the applicability of Specific Categories.

  • 3-1. Eligibility for Application

    Eligibility for Application

    Individuals who meet any of the following requirements are deemed eligible for application. (For details of each eligibility requirement and whether an eligibility screening is required, see “3-2. Details of Eligibility Requirements and Eligibility Screening.”)

    • Individuals who have graduated from a Japanese 4-year university or are expected to graduate by the end of March 2025. (Eligibility requirement (1))
    • Individuals who have been granted a bachelor’s degree or are expected to be granted it by the end of March 2025. (Eligibility requirement (2))
    • Individuals who have completed a 16-year program of school education in a foreign country or who are expected to complete by the end of March 2025. (Eligibility requirement (3))
    • Individuals who have granted or are expected to grant by the end of March 2025 a degree equivalent to a bachelor’s degree by completing a course of not less than three years from a foreign university. (Eligibility requirement (6); prior confirmation of the eligibility required)
    • Individuals who have reached 22 years of age or will reach 22 years of age by March 2025, who have been admitted to the graduate school of the University with academic ability equivalent or superior to that of a university graduate through an individual admission eligibility screening conducted by the graduate school of the University.     Application Requirements for the Special Selection Process for Recommended Applicants

    Individuals who are eligible to apply and meet either of the following recommendation requirements 1 or 2 may apply for this selection process. Applicants for this selection process must submit a letter of recommendation issued by president, dean or department head at the university they currently attend, and promise that they enroll in the University of Tsukuba if they are accepted.
    (For the criteria for A grade in the recommendation requirements 1, please refer to page 2 of the Letter of Recommendation form. See “7-2. Documents to Be Submitted.”)
    (The “research fields” covered by each program, as mentioned in the recommendation requirements 2, can be found in the Faculty Directory. See “4. Supervisor Assignment.”)

    Master’s Program in Policy and Planning Sciences/Service Engineering/Risk and Resilience Engineering/Computer Science
    1. 1) Individuals who have earned at least 70% of their credits with A grade by the time of application.
    2. 2) Individuals who have an outstanding academic record in the research field covered by the program to which they are applying.
    Master’s Program in Intelligent and Mechanical Interaction Systems
    1. 1) Individuals who have earned at least 68 percent of their credits with A grade by the time of application, with a minimum score of 470 on TOEIC Listening & Reading Test, 42 on TOEFL iBT or 4.0 on IELTS Academic test.
    2. 2) Individuals who have an outstanding academic record in the research field covered by the Master’s Program in Intelligent and Mechanical Interaction Systems.
    Master’s Program in Engineering Mechanics and Energy
    1. 1) Individuals who have earned at least 68 percent of their credits with A grade by the time of application.
    2. 2) Individuals who have an outstanding academic record in the research field covered by the Master’s Program in Engineering Mechanics and Energy.
    Doctoral Program in Empowerment Informatics (First-year enrollment)
    1. 1) Individuals who have earned at least 68 percent of their credits with A grade by the time of application, with a minimum score of 470 on TOEIC Listening & Reading Test, 42 on TOEFL iBT or 4.0 on IELTS Academic test.
    2. 2) Have an outstanding academic record in the research field covered by the Doctoral Program in Empowerment Informatics.

    Application Requirements for the Special Selection Process for Working Individuals

    Individuals who are eligible to apply (excluding those who have not yet graduated from a university or not yet earned a bachelor’s degree at the time of application) and have at least one year of work experience (from any industry including both full-time and part-time jobs) as of March 2025 may apply for this selection process. Jobs held while enrolled as a full-time student DOES NOT qualify as work experience.

Schedule”), as prior confirmation of their application eligibility is required.

    How to Apply for Eligibility Screening

    The eligibility screening is conducted by the University of Tsukuba to confirm that the applicant has academic ability equivalent or superior to that of university graduates prior to application. Those who wish to apply under the eligibility requirement (9), (10), and (11) must undergo this screening, and are eligible to apply only if they pass. Even if you have passed the eligibility screening in the past, you will need to undergo the screening again when you wish to apply for another selection process.
    To be screened, please submit the required documents by the deadline, along with a contact address, telephone number, and e-mail address. Applications should be submitted via e-mail or registered mail.
    If you pass the screening, you will receive a passcode to be entered into the Web Entry System.
    Please note that applicants must submit their original graduation certificate and academic transcript at the time of application even if they submit the PDF or JPEG files at the time of the screening for eligibility (See “Notes” of “7-2. Documents to Be Submitted”).

    1. *1:This document needs to be submitted only by those who wish to apply under the eligibility requirement (9) and meet the following condition:
      Foreign applicants who have completed their university education in a country with less than 16 years of schooling up to the university education, and who have been engaged in research or are expected to be engaged in research as a research student, researcher, etc. for a considerable period of time (generally one year or more) at a university, Inter-University Research Institute or other equivalent research institute by the end of March 2025

      “E. Certificate of Research Experience” must be certified by the head of the said university or research institute. International students enrolled at the University of Tsukuba as a non-degree research student may submit the Certificate of Enrollment (for scholarship application) (“在籍証明書(奨学金申請用)”) which can be obtained from Automatic Certificate Issuing Machines on campus, instead of submitting the Certificate of Research Experience.

    2. *2:This document needs to be submitted only by those who wish to apply under the eligibility requirement (10). “F. Letter of Recommendation” must be written by the head of the department and must bear the certification seal of the president or dean.
  • 4. Supervisor Assignment

    Obtaining Consent from Faculty Members before Applying

    Before applying, you must contact a faculty member and obtain consent to become your prospective supervisor (the person who gives you academic instructions after enrollment). You may select up to a second choice of supervisor at the time of application, but the second choice is not mandatory. If applicants for the Master’s Program in Risk and Resilience Engineering, Computer Science, Intelligent and Mechanical Interaction Systems or the Doctoral Program in Empowerment Informatics have the second choice, they should contact that faculty member and obtain consent as well.

    If you have any questions about research field, contact your desired program (See (2) of “12. Contact Us”).
    Applicants for the Special Selection Process for Working Individuals should inform their prospective supervisor that they wish to apply for the Special Selection Process for Working Individuals when obtaining consent.

    Main Supervisor and Sub-supervisor

    In order to provide a better learning environment, the Degree Programs in Systems and Information Engineering have a multiple supervisor system in which each student is assigned a main supervisor and one or more sub-supervisors.
    In principle, applicants are to choose only their main supervisor at the time of application. However, if you wish to conduct research related to research topics of a faculty member whose role is indicated in the Faculty Directory only as “Sub-supervisor,” please choose both the main supervisor and sub-supervisor (You need to obtain consent from both of them).
    Applicants for the Master’s Program in Computer Science and the Master’s Program in Engineering Mechanics and Energy must choose their main supervisor and sub-supervisor from the same “Research Field” on the Faculty Directory.

    Reference Number

    International students will be notified of a “reference number” by the faculty member who agreed to become their prospective supervisor. The reference number must be entered in the Web Entry System at the time of application. Since it will take some time to obtain a reference number, please contact your desired faculty member as soon as possible.
    Applicants for the Master’s Program in Policy and Planning Sciences or Service Engineering are not required to obtain a reference number or to enter it in the Web Entry System.

  • 5. Examination Fee

    Examination Fee

    30,000 Japanese Yen (non-refundable)

    Exemptions of Examination Fee

    • The examination fees will not be charged for Japanese Government (Monbukagakusho: MEXT) Scholarship students and students applying for a secondary program (master’s program) under the Dual Degree Program.
    • The University of Tsukuba have the special measures of examination fee exemption for the victims of disasters in Japan. For details, see https://www.tsukuba.ac.jp/news/20200710152909.html.

    Payment Methods

    The examination fee can be paid by either of the following methods. In either case, administration fees are to be borne by the applicant.

    (1) Credit Card Payment (for all applicants)

    We accept Visa, MasterCard, JCB or AMERICAN EXPRESS.
    Credit card payment can be made at the final step of the Web Entry System or by visiting the website linked above. After the payment, you will be provided with the receipt number. Enter the receipt number in the input field displayed on the Web Entry System.
    Print out the payment complete screen and submit it along with other application documents (See “6. Application Procedure”).

    (2) Convenience Store Payment (for applicants residing in Japan only)

    Payment can be made at convenience stores in Japan: LAWSON, SEVEN-ELEVEN, FamilyMart, or MINISTOP.
    Follow the instructions given at the final steps of the Web Entry System or at the website linked above (available in Japanese only) to apply for the convenience store payment.

    After going to the selected store and completing payment, please enter the required information into the Web Entry System: name of the convenience store that you used, the date of payment, and the payment number (The number of digit and the Japanese name of the payment number differ according to the store you used. See the description below).

    • SEVEN-ELEVEN: “払込票番号” 13 digits
    • LAWSON, FamilyMart, MINISTOP: “お客様番号” 11 digits

    Download the “Form for Submission of the Certificate of Payment of Application Fee” from the Web Entry System and print it out. Paste the receipt (certificate of payment) you received from the convenience store on the form. Submit the completed form along with other application documents (See “6. Application Procedure”).

  • 6. Application Procedure

    Web Entry

    Submit your application data through the Web Entry System during the designated period (See “1. Schedule”).

    Web Entry Flow:
    1. 1) Sign Up
      Create your own account on the Web Entry System.
    2. 2) Activation
      When you sign up, activation email will be sent to your registered email address. Click the activation URL on the email to activate your account.
    3. 3) Login
      Click “Login” and proceed to your “My Page.” Next time you visit the website, you will be asked to enter your email address and password to login.
    4. 4) My Page
      Click the “Application Form” button on “My Page” to start web entry.
      You can edit your login information or reset password on “My Page.”
    5. 5) Application Form
      Please enter the required information (See “7-1. Web Entry”). Each section will be saved when you click on “Proceed” button on each confirmation page. After saving, you can continue from where you left off when you are back.
    6. 6) Payment
      Complete payment of the examination fee before submitting your application.
    7. 7) Submission
      Once you click on the “Submit to Apply” button, the information you have entered will be sent to the university, and you will not be able to go back to edit. Please check carefully before proceeding. After submission, please make sure to check the confirmation email that will be sent to your registered email address.
    8. 8) Create PDF
      After submitting the application data, you will be able to download the documents such as “Reference Card” and “Address Sheet” until the end of the application period. Downloadable files differ depending on the desired degree program and the selection process. Download and print all files. Please note that the files no longer be available for download after the end of the application period.
    Notes:
    • The Web Entry System does not allow you to apply to more than one programs from a single account. Also, it is not possible to register multiple accounts with one e-mail address. Therefore, for example, if applicants for the Dual Degree Program wish to apply to both the doctoral Program and the master’s Program at the same time, they must prepare two e-mail addresses, create accounts using each, and apply to each program from separate accounts.
    • The payment screen will not be displayed for students who do not have to pay the examination fee, i.e., the Japanese Government Scholarship students and students applying for a secondary program (master’s program) under the Dual Degree Program.

    Paper Certificates and Other Documents to Be Submitted

    Paper certificates and other documents required for application (See “7-2. Documents to Be Submitted”) should be mailed (using registered mail) or brought in person. All required documents must be put in an envelope which fits unfolded A4 size paper with an Address Sheet attached. You can download your Address Sheet in PDF from the Web Entry System.
    The documents must arrive to our office by the deadline (See “1. Schedule”). If your documents fail to arrive by the deadline or any of the required documents is incomplete, invalid or missing, you will not be allowed to take the exam. Documents brought in after 5:00 p.m. JST on the last day of the submission period will not be accepted.

    Note:

    In principle, all documents submitted will not be returned to you. Please do not submit the certificates that cannot be reissued. If you cannot submit the original certificates due to circumstances, photocopies are accepted conditionally (See “7-2. Documents to Be Submitted”). If you are unable to obtain a photocopy that meets our requirement, please submit the original document with a return request (A4 size, handwritten or typed) with the following information:

    • Admission date and the type of the selection process (e.g. Graduate Admission 20XX, August Selection Process, General Selection Process)
    • Examinee’s number
    • Your Name
    • Name/description of the document to be returned
      Upon request in the designated manner, the original certificate (limited to those that cannot be reissued) will be returned after the entrance examination. Please come to the place of submission and pick it up yourself, as it will not be returned by mail.
      Regardless of the above, the External English Test Score Sheet will NOT be returned. Also, we will not provide you with a photocopy after submission. Please make your own copy and keep them before submission if necessary.

    Handling of Personal Information

    Applicants’ personal information obtained from the application documents and the results of the entrance examination will be used for the affairs concerning admission and screening. The university may also process the information so that it is not personally identifiable and use it for research and study aimed at improvement of the admission procedure and the university education. If a successful applicant who has completed the admission procedures has applied for a JASSO scholarship, the information will be used as screening material in the scholarship selection process.

  • 7-1. Web Entry

    Please prepare the data in the table below for web entry in advance.

    (1) Individuals currently enrolled in a university other than the University of Tsukuba and are receiving the scholarship

    (1) Scanned copy of a “Certificate of Government-Sponsored” issued by your university (Any format is acceptable)
    (2) Scanned copy of an official document proving that the scholarship will be awarded, such as a “Passing Certificate of the First Screening” issued by an overseas diplomatic establishment
    Name of your prospective supervisor All applicants You must contact a faculty member and obtain consent to become your prospective supervisor before applying (See “4. Supervisor Assignment”).
    Eligibility type All applicants Confirm in advance what your qualifications are. Depending on the type, prior screening or inquiry may be required (See “3-1. Eligibility” and “3-2. Details of Eligibility Requirements and Eligibility Screening”).
    Research Plan All applicants Summarize your research plans after enrollment in approximately 500 words in English. Charts and figures cannot be included. If references are also provided, the number of words in the references need not be included in the word limit. Applicants for the Master’s Program in Policy and Planning Sciences who wish to take the Course in Strategic Frontiers for Regional Revitalization should indicate so at the beginning of your research plan. Applicants for the Doctoral Program in Empowerment Informatics should also refer to the note below this table.
    Career Plan Applicants for the Doctoral Program in Empowerment Informatics Summarize plans for your career after completing graduate school in approximately 500 words in English. Charts and figures cannot be included. See also the note below this table.

    Note:
    The research plans of applicants for the Doctoral Program in Empowerment Informatics will mainly be assessed according to the following four criteria that examine to what extent you have;
    1) expertise and presentation skills appropriate for Empowerment Informatics
    2) fundamental skills for interdisciplinary research
    3) the ability to investigate issues from multiple perspectives
    4) the potentiality to play active roles in an international society
    The career plans will mainly be assessed according to the following three criteria that examine to what extent you have;
    1) the qualities needed to take an initiative as a global leader
    2) the potentiality to develop and pass on technology that matches the needs of the future society
    3) the abilities to tackle and resolve complicated social issues

  • 7-2. Documents to Be Submitted

    Please submit the documents listed in the table below.
    *If any false or forged statements are found in the application documents, or if there is any obvious examination misconduct, the acceptance and admission may be revoked.

      Notes:

    • Your [Expected] Graduation Certificate, [Expected] Degree Certificate and Academic Transcript must be original documents with the official university seal unless otherwise specified.
    • In case of submitting photocopies of certificates because they cannot be reissued, etc., only those certificates that are certified by the issuer of the certificate that the photocopies do not differ from the original will be accepted.(To verify authenticity, the official seal of the issuer must be stamped directly on the photocopy (paper media) to be submitted.)
    • If you have graduated or expected to graduate from a university in a country other than Japan and your university does not issue paper certificates, digital certificates will be accepted on the condition that the following 1 and 2 are attached.
      1) URL of an online verification service that can verify the authenticity of the digital certificates
      *However, those that cannot be accessed from outside (e.g., those that require the use of the VPN of your university or cannot be accessed without an account at your university) are not acceptable.
      *If there is no online authentication service available, please contact us in advance. (See (1) of “12. Contact Us”).
      2) URL of the official web page indicating that your university is using such online verification service
    Documents/Forms Who should submit Instructions
    Letter of Recommendation or Letter of Self- Recommendation

    Forms:

    Applicants for the Special Selection Process for Recommended Applicants Use the designated form.
    Submit the letter issued by the president, dean, or department head at your university in a sealed envelope.
    If you cannot submit the Letter of Recommendation due to circumstances (e.g. your university cannot issue the letter after a certain period of time after graduation), the Letter of Self- Recommendation prepared by yourself is also acceptable.
    [Expected] Graduation Certificate All applicants Submit a graduation certificate (or an official document certifying that you are expected to graduate) issued by a university or other institution that awarded or will award you a bachelor’s degree or its equivalent. The document must be in English or Japanese.
    Even if you have a higher (i.e. master’s or doctoral) degree, you must submit a graduation certificate of undergraduate program.
    [Expected] Degree Certificate (1) Individuals who have graduated or expected to graduate from a university in a country other than Japan
    (2) Individuals who qualify for application at the National Institution for Academic Degrees and Quality Enhancement of Higher Education (NIAD-QE) in Japan
    Submit the corresponding document as described below.

    (2) Submit a “Certificate of degree conferment (certificate of acceptance of application for degree conferment),” academic transcripts and all other certificates related to degree conferment.
    Academic Transcript All applicants Submit an academic transcript issued by a university or institution that awarded or will award you a bachelor’s degree or its equivalent. The document must be in Japanese or English.
    If grades are listed with symbols (S, A, B, C, D, etc.), the grading criteria (S: 100 to 91 scores, A: 90 to 81 scores, etc.) must be clearly stated on the transcript. If it is not clearly stated, a document that clearly states the grading criteria should also be submitted.
    If any credits were transferred from another school, please also submit an academic transcript issued by that school which contains grade information for the transferred credits (e.g. A student who transferred to the current university must submit transcripts issued by the current university and the previous university).
    Graduates (or expected graduates) from an advanced course at a technical college (Koutousenmongakko) must submit transcripts of both the advanced course and the regular course.
    If you completed (or expected to complete) graduate school, please submit both undergraduate and graduate transcripts.

    If you wish to apply for this exemption, you must submit a letter indicating your linguistic background. Any format is acceptable.

    The examinee numbers of the successful applicants will be posted on https://webentry.ap-graduate.tsukuba.ac.jp/ for the designated period.
    Letter of Acceptance will be issued online.
    An email will be sent to the email address registered for the application from 10:00 a.m. on the day of acceptance announcement sequentially.
    Please follow the instructions in that email to download Letter of Acceptance.
    In some cases, additional admissions will be offered to applicants who took the entrance examination dministered in January to February Selection Process. Applicants will be notified by phone (or e-mail in exceptional cases) around mid-March 2025 for April 2025 admissions.

    Enrollment Procedure

    1. (1)Shipment of Admission Procedure Guide
      The Admission Procedure Guide (with documents to be submitted before entrance enclosed) will be sent out to successful applicants.
      We will announce the date of shipment on this website (https://eng.ap-graduate.tsukuba.ac.jp/) as soon as it is decided.
      If you have moved, please let us know your new address as the mailing address.
      If you will be away from your current address for a long period of time, such as when you return to your hometown), please make arrangements such as changing the mailing address to the address of the substitute recipient. Please contact the Division of Admission (Graduate Admission) at dai.daigakuinka#@#un.tsukuba.ac.jp(replace #@# with @) for address changes.

      4. *2: The admission fee will not be charged for Japanese Government (Monbukagakusho: MEXT) Scholarship students and students applying for a secondary program (master’s program) under the Dual Degree Program.

    4. (4)All applicants who have a full-time job must submit a document or a letter (e.g. an order to attend a training course, a letter of leave of absence or an approval letter) issued by the employer to prove that you are approved to enroll in the university.

(5)Applicants with foreign nationality must acquire a status of residence which is suitable for admission, in accordance with the Immigration Control and Refugee Recognition Act (Cabinet Order No. 319 of 1951), before beginning enrollment procedures. Those who wish to enroll in the university as an international student must obtain a “Student” visa and enter Japan with a residence status of “Student.”

  • 13. Dual Degree Program

    The Dual Degree Program is designed to develop individuals with deep expertise, broad academic knowledge and a high degree of adaptability. The program provides doctoral students seeking to acquire the abilities and knowledge necessary to become researchers and highly specialized professionals with an opportunity to acquire knowledge in a related field that differ from their major field of study.
    The term “Dual Degree” as used here means that while enrolled in a doctoral program at the University of Tsukuba, students can also enroll in a master’s or professional degree program at the university (except the Law School Program at the Graduate School of Business Sciences, Humanities and Social Sciences), and obtain both a doctoral degree and a master’s degree.
    The Degree Programs of Systems and Information Engineering currently offer Dual Degree Program in the following programs. (For more information about the programs, please refer to the website of each program.)

    It is not easy to obtain two degrees within a limited period of time. If you wish to apply for the Dual Degree Program, please consult with your prospective supervisor in the doctoral program, and receive a full explanation before applying. Once you have decided to apply, please obtain a Dual Degree Program Application Form at the Academic Service Office (Graduate Support) in charge of the Degree Programs that your doctoral program (i.e. the primary program of the Dual Degree Program) belongs to. The application must be signed by both the prospective supervisors in the primary and secondary program, and submitted to the Academic Service Office where you received the form by the same date as the application deadline for eligibility screening stated in the application guidelines.

    If you pass the review and are accepted to take the Dual Degree Program, you will receive a Dual Degree Program Acceptance Letter. After the issuance, please send a scanned copy to the Academic Service Office for the Systems and Information Engineering Area (See (1) of “12. Contact Us”) via e-mail. You will receive a passcode in return. The passcode must be entered in the Web Entry System at the time of application. By entering the passcode, you will not be required to pay the examination fee for the master’s program. A photocopy of the Dual Degree Program Acceptance Letter should be submitted along with other application documents at the time of application for the master’s program (See “7-2. Documents to Be Submitted).

    In order to take the Dual Degree Program, you must pass the designated entrance examination and complete the admission procedures. In accordance with the purpose of the program, if you apply to both the doctoral program and the master’s program at the same time, your failure to pass the entrance examination for the doctoral program will also result in failure for the master’s program.
    If you are accepted in the master’s program, the admission and the tuition fee for the master’s program while this program is in effect will not be collected.

  • 14. Programs and Systems Offered by the Degree Programs in Systems and Information Engineering

    System for Extending the Period of Registration

    The system for extending the period of registration allows students to extend the period of registration (enrollment in the university) within the limits of the maximum period of registration (i.e. 4 years). Only those who find it difficult to complete the program within the standard period of study (i.e. 2 years) due to reasons such as having an occupation, needing to take care of child(-ren) or other family member(s), or having a disability are eligible to apply for this system. If you wish to apply, please indicate so in the Web Entry System at the time of application, and follow the designated procedures after you have been accepted.
