Security Export Control

Joint Master’s Program in International Development and Peace through Sport conducts strict examinations for acceptance of international students etc. International applicants who fall under any of the conditions set out in the regulations may be unable to enter our program.

In order to strengthen the prevention of leakage of sensitive technology related to security, “deemed export control” was clarified and related laws and regulations were revised (effective May 1, 2022). As a result, our program has decided to require all applicants to confirm the applicability of Specific Categories. Eligibility Screening

Please obtain the prescribed forms and send them together with the necessary certificates to us by mail or e-mail. The university conducts screening to assess whether applicants have academic ability equivalent or superior to university graduates. After screening, applicants who have been approved will receive an authorization number to be entered into the Online Application System.

Application Form

There are four sections in the Application Form:

Each section will be saved when you click the “Proceed” button on each confirmation page. After saving, you can continue from where you left off when you login again. Use one-byte letters and numbers to input all the information.
Upload JPEG file of your ID photo in “1. Applicant’s Information / Program of Your Choice”.

Payment

You must pay the examination fee before submitting your application according to the following instructions given by the university which you apply to.

Follow the instructions given at the last stage of the Online Application system and pay your fees by credit card or at a convenience store in Japan. After the payment, enter the required information into the system and click the “Submit” button to proceed.

– Payment Slip for both domestic and overseas applicants
– Bank Remittance for overseas applicants only
Follow the instructions given at the last stage of the Online Application system and pay your fees by the designated payment slip or the bank remittance. After the payment enter the required information into the system and click the “Submit” button to proceed.

Submission

After the payment is confirmed, you can submit your application by clicking the “Submit to Apply” button. Once you click on the button, the information you have entered will be sent to the university, and you will not be able to go back to make edits. Be sure to double-check before proceeding.
After you submit your application, a confirmation e-mail will be sent to the registered e-mail address. Be sure to check it.

Objective of Joint Master’s Program

The objective of Joint Master’s Program in International Development and Peace through Sport is “to educate persons who will contribute to the development of international peace, friendship and development of individuals and societies through studies of theoretical and practical knowledge of sport, physical education and health in English.

Main Features of Joint Master’s Program

  1. You are to receive the Joint Master’s degree of University of Tsukuba and National Institute of Fitness and Sports in KANOYA.
  2. You are to be enrolled in both University of Tsukuba and National Institute of Fitness and Sports in KANOYA. However, your main school will be the university where your research supervisor belongs to. (Refer to 1. Admission Capacity, Note 2)
  3. Since you are to be enrolled in both universities, you are allowed to use facilities of both University of Tsukuba and National Institute of Fitness and Sports in KANOYA.
    (Some facilities cannot be used due to the reasons attributable to the universities.)
  4. If you have enrolled in University of Tsukuba (or National Institute of Fitness and Sports in KANOYA), you can also receive advice from the supervisors (vice-supervisors) of National Institute of Fitness and Sports in KANOYA (or University of Tsukuba.)
  5. You can take courses of the Joint Master’s Program held in both universities.

  2. Note 2:You shall apply to the university where your prospective supervisor belongs to. After enrollment, you are to study at the university you applied to and are to be treated as a student of the university regarding matters such as payment of tuition or application for scholarship.
  3. Note 3:For the Joint Master’s Program in International Development and Peace through Sport, you cannot apply to both the University of Tsukuba and the National Institute of Fitness and Sports in KANOYA.

2. Eligibility Criteria

Applicants must meet one of the following educational requirement criteria, (1) to (5):

  1. (1)Have graduated or expect to graduate from a four-year university by March 2025
  2. (2)Have earned or expect to earn a bachelor’s degree by March 2025
  3. (3)Have completed or expect to complete a 16-year school education curriculum in foreign countries by March
    2025
  4. (4)Have been designated by the Minister of Education, Culture, Sports, Science and Technology
  5. (5)Have been recognized by the Joint Master’s Program through the eligibility screening to have academic ability equivalent or superior to a university graduate and will be 22 years of age or older by March 2025

    Applicants who have credits transferred from another school must submit an academic transcript issued by that school as well.

5 Consent Form of Acceptance for Supervise All applicants Applicants must contact the prospective supervisor prior to the submission of the application documents. The prospective supervisor must sign this document as approval to be a supervisor of the applicant.

Certificates 1-3 must be taken within the past two years from the examination date of Joint Master’s Program in International Development and Peace through Sport are valid.

9 Letter of Approval for Entrance Exam (Form of Your Selection) If applicable

  1. Individuals who are currently attending a university or graduate school
    *Except for April entry applicants who are expected to graduate by March 2025 and October entry applicants who are expected to graduate by September 2025
  2. Individuals who are currently working for a government agency, school, or company (except for part-time workers)
  1. Need to submit a letter of approval issued by the head of their university or graduate school (or the head of their department) allowing them to take the entrance examination or, submit a letter of application the applicant (stating that he/she will withdraw from the university before enrolment). Any format is acceptable, but the letter must be printed on A4 paper.
  2. Need to submit a letter of approval issued by a superior allowing them to take the entrance examination or a written self-declaration stating that attending the entrance examination will not adversely affect their duties. Any format is acceptable, but the letter must be printed on A4 paper. (For those who plan to retire and enroll in this program, a written statement to that effect by the applicant (seal required) may be substituted for this letter.)
10 Certificate of Government-Sponsored (Japanese Government Monbukagakusho Scholarship) Foreign Student If applicable The certificate must be submitted by registered mail or in person.
If you are enrolled in another university at the time of application, submit the certificate of the government-sponsored (Japanese Government Monbukagakusho Scholarship) foreign student issued by the university.

Results from the entrance examination, as well as personal information obtained from the application documents, will be used not only for affairs concerning admission and screening, but also research and study aimed at improvement of the admission procedure and the university education. We will carefully take care of the data not to be disclosed as a specific person. Also, we will use the data to screen students for scholarships from the Japan Student Services Organization, which are offered to individuals who have completed the enrollment procedures.

You can make a payment by using your credit card at the last stage of the Online Application system or at this website.
After the payment, you will be provided with a receipt number; enter the number into the box on the Online Application system.
Print out the application completed page after the payment and submit it together with other required documents to us by registered mail or in person.

Administration fees need to be covered by the applicant.

Convenience Store Payment (for domestic applicants only):

at LAWSON, 7-Eleven, FamilyMart, or MINISTOP.
To pay your fee at a convenience store, follow the instructions given at the last stage of the Online Application system or at this website (available in Japanese only).
After the payment, enter the name of the convenience store that you used, the date of payment, and the number given by the store into the box on the Online Application system.

Detach the Receipt Portion (Certificate of Payment) from the Examination Fee Statement given to you at the convenience store and affix it to the “Form for Submission of the Certificate of Payment of Application Fee”. [Applicants to National Institute of Fitness and Sports in KANOYA]

  1. Fill in the sections marked with ※ in the payment slip designated by National Institute of Fitness and Sports in KANOYA. Payment must be made on or after Thursday, August 1, 2024 at a post office. Payment cannot be made through an ATM.
    Remittance charge should be paid by the applicant.
    Fill in the sections marked with ※ in the payment slip with your (the applicant’s) address, name, and phone number.
    After remittance, make sure that the receipt and certificate of payment have the date stamped by the post office, and then attach it to the specified place on the application form you can create in PDF after submitting your application.

    *Prepare an N3 size envelope with the applicant’s zip code, address, and name written and a JPY 84 postage stamp attached. In the envelope, enclose a note requesting a payment slip and send it to the address below.

  1. Visit the Online Application System to apply. Once you submit your application, you will not be able to make edits. Be sure to double-check before proceeding.

  2. Some of the documents have to be submitted by registered mail or in person, and these must be received by the deadline. When you submit your application online, the system will ask you to create an Address Sheet in PDF format. Print out the sheet and submit it along with the other required documents to us by registered mail or in person.
    If your documents are not received by the due date, you will not be able to take the exam.

Screening Process
Screening is based on a comprehensive evaluation of the results of academic examination (English and Oral Examination) and the other documents submitted to assess if the applicant has sufficient qualifications and abilities to complete a master’s thesis or research report on a specific subject.

  1. Presentation of the applicant’s research plan, which is a part of the Oral examination, must be carry out in English. Applicants can choose interview language (English or Japanese) in the following questions and answers session*.
    *Applicants will indicate the language preference in the Online Application system’s ”2. Supervisor / English Proficiency Test Score Sheet / Oral Examination Language / Assistance” section.
  2. Make sure to contact your prospective supervisor and get his/her approval and obtain his/her signature on “Consent Form of Acceptance for Supervise” before submitting the application.
    Without the prospective supervisor’s approval, the application will not be accepted.
  3. As a proof of English proficiency, attach the original of TOEIC Listening & Reading Test Official Score Certificate, TOEFL Test Taker Score Report / Examinee Score Report, or IELTS Test Report Form to the designated application document.

Enrollment Procedure

[Applicants to University of Tsukuba]
  1. Enrollment procedure guidelines (enclosed with documents to be submitted) will be sent to successful applicants on October 31, 2024. Refer to the guidelines for the necessary procedures. Applicants with a job (except part-time workers) must submit a document (either an order to attend a training course, a certification of leave of absence, or an approval for enrollment) issued by their supervisors.
    The successful applicants need to notify us in advance if they are moving house permanently before the date above or travelling when the documents are expected to be delivered.
  2. Fees required upon enrollment
    1. 1)Admission fee: JPY 282,000 (non-refundable)

      The first semester (April – September): JPY 267,900

      1. Fees are subject to change upon and after enrollment.

  3. Foreign applicants must acquire a status of residence for enrollment in a graduate school, in accordance with the Immigration Control and Refugee Recognition Act (Cabinet Order No. 319 of 1951), prior to enrollment procedures.
    Applicants who wish to enroll in the Joint Master’s Program in International Development and Peace through Sport as a foreign student must acquire the status of residence of “College Student.”

12. Details on Eligibility Criteria

  1. No eligibility screening is required for the following individuals:
    1. 1. Individuals who have graduated or will graduate from a university as stipulated under Article 83 of the School Education Law (hereinafter referred to as a “university”) by March 2025.
    2. 2. Individuals who have received or will receive a bachelor’s degree as stipulated under Article 104, Paragraph (4) of the School Education Law by March 2025.
    3. 3. Individuals who have completed or will complete a 16-year school education curriculum in foreign countries by March 2025.
    4. 4. Individuals who have completed or will complete a 16-year school education curriculum of foreign countries through correspondence courses offered by schools outside Japan by March 2025.
    5. 5. Individuals who have completed or will complete a course of a foreign university (which must be recognized as equivalent to completing a 16-year school education curriculum of the country) by March 2025 at an educational institution located in Japan that is operated under the school education system of the foreign country and also designated by the Minister of Education, Culture, Sports, Science and Technology.
    6. 6. Individuals who have received or will receive a degree which is equivalent to a bachelor’s degree by completing more than 3 years of an education curriculum (including completion of an education curriculum through correspondence courses offered by schools outside of Japan and at an educational institution located in Japan that is operated under the education system of the foreign country and designated by 5. above) at a university or other schools (schools that are recognized by the government of the foreign country or persons who are authorized by affiliated organizations and designated by the Minister of Education, Culture, Sports, Science and Technology) in foreign countries by March 2025.
    7. 7. Individuals who have completed a course at a specialized training college designated by the Minister of Education, Culture, Sports, Science and Technology (which must have a curriculum of at least 4 years and meet other criteria specified by the Minister) after the date designated by the Minister as stipulated in Article 155, paragraph (1) item (5) of the Enforcement Regulations of the School Education Law, or will complete it by March 2025.
    8. 8. Individuals who have been designated by the Minister of Education, Culture, Sports, Science and Technology (The Ministry of Education Notification No.5, 1953: individuals who have graduated from a university specified in the former University Ordinance, or a college specified in Act for Establishment or Order for Organization of the Ministries and Agencies, or the Acts Governing Individual Incorporated Administrative Agencies)
  2. Eligibility screening is required for the following individuals*:
    1. 1. Individuals whose academic ability has been assessed by the Joint Master’s Program in International Development and Peace through Sport through individual eligibility screening for admission as equivalent or superior to that of a university graduate and who will reach the age of 22 or older as of March 2025 (See Notes 1 and 2 below)
    2. 2. Individuals who will have attended a university for at least three years as of the end of March 2025 and are recognized by the Joint Master’s Program to have acquired the specified credits with excellent results (See Note 1)
    3. 3. Individuals who will, as of the end of March 2025, have completed either a 15-year school education curriculum in foreign countries, 15-year school education curriculum of foreign countries by taking a correspondence course in Japan offered by a school of the foreign country, or course of a foreign university (which must be recognized as equivalent to completing a 15-year school education curriculum of the country) at an educational institution located in Japan, that is operated under the school education system of the foreign country and also designated by the Minister of Education, Culture, Sports, Science and Technology, and are recognized by the Joint Master’s Program to have acquired the specified credits with excellent results (See Note 1)
    4. 4. Individuals who have enrolled in a graduate school as stipulated under Article 155, Paragraph (1) Item (7) of the Enforcement Regulations of the School Education Law and are recognized by the Joint Master’s Program, where the individuals will subsequently enroll, to have academic ability sufficient to receive education (See Note 1)
* The Joint Master’s Program in International Development and Peace through Sport conducts eligibility screening before accepting an application to assess whether the applicant has academic ability equivalent or superior to that of a university graduate. Applicants who meet any of the criteria (9) to (12) are required to undergo an eligibility screening.
Read Notes 1 and 2 below carefully and submit the application with reference to the Note 1.

Foreign individuals, in principle, who meet criterion (9), have completed a university in a country that has a school education curriculum of less than 16 years leading to a university degree, fall under the condition below (a) and have been recognized by the Joint Master’s Program in International Development and Peace through Sport as having academic ability equivalent or superior to a university graduate specified in above (1).
    1. a. Individuals who have or will have conducted research for a sufficient period of time (generally one year or more) as a research student or researcher at a university, inter-university research institute, or other similar research institutes inside or outside Japan by March 2025.

    3. 2. Certificate of Research Activities (Foreign students who have enrolled in University of Tsukuba as research students may submit a Certificate of Enrollment (scholarship application form) designated by the university as a substitute for this certificate. The certificate can be issued by certificate issuing machines at University of Tsukuba. Foreign students who have enrolled in National Institute of Fitness and Sports in KANOYA Graduate School as research students may submit a Certificate of Enrollment for Research Students designated by the institute as a substitute for this certificate. The certificate can be issued upon request at the Educational Assistance Section, Educational Affairs Office of National Institute of Fitness and Sports in KANOYA)

Note 2: Individuals who meet the criteria (9) must have graduated (or expect to graduate) from a junior college, college of technology, specialized training college, and miscellaneous educational institution or must have completed (or expect to complete) an international branch campus in Japan, school for foreigners and other institutions. They also must have been recognized by the Joint Master’s Program through the eligibility screening to have academic ability equivalent or superior to a university graduate.
